For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. To be eligible for appointment under NY HELPS, candidates must meet the minimum qualifications below: Minimum Qualifications: Promotion: You must be a qualified employee of the New York State Department of Environmental Conservation and have had one year of permanent competitive, non-competitive, or 55-b/55-c service as follows: Conservation Operations Supervisor 1, General Mechanic, Trades Generalist, Service & Repair Assistant (Motor Equipment), Motor Equipment Maintenance Supervisor 1, Maintenance Supervisor 1 (Motor Equipment), Motor Equipment Mechanic, Service & Repair Mechanic (Motor Equipment), Sign Painter, Trades Specialist (Sign Fabrication), Sign Shop Supervisor 1, Trades Supervisor (Sign Fabrication), Supervisor Marine Equipment Repair, or Maintenance Supervisor 1 (Marine Equipment). OR Open Competitive: Either 1. three years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work. Or 2. two years of experience in building maintenance, mechanical maintenance, or construction; one year of which must have been in estimating, supervising, and planning and assigning work, AND an associate's or higher level degree in civil engineering technology, construction technology, construction engineering technology, electrical technology, electrical engineering technology, engineering technology, industrial technology, industrial engineering technology, mechanical engineering technology, or mechanical technology. Individuals may also be eligible via the following: Reassignment Eligible - Currently in the title and an employee of DEC. or Reinstatement Eligible - Previously held the title on a permanent competitive basis. or Transfer Eligible - One year of permanent competitive service at Salary Grade 13 or higher and eligible for transfer under Civil Service Law. Preferred Qualifications: Operational and maintenance knowledge of educational camps and centers, various outdoor recreational areas, campgrounds, and department headquarters. Duties Description Candidate will be responsible for supervising multiple crews in maintenance, facilities management, restoration, installation, improvement, and construction activities. Must be willing and able to plan and lay out construction, maintenance, and repair projects to be completed by department staff and/or by contract. Provide instructions to staff on project priorities, work schedules, equipment needs and health and safety issues. Candidate must have knowledge of maintenance, construction and restoration work on infrastructure and facilities including educational camps and centers, campgrounds, and various outdoor recreational areas. Candidate must also have operational knowledge of educational camps, recreational facilities, campgrounds, and department headquarters. Procurement of supplies and materials purchased from vendors under state contract, as well as utilizing preferred sources as required. Obtain quotes for various projects and prepare purchase requisitions while following department guidelines and policies. May be required to administer and manage contracts with outside vendors. Responsible for performing various administrative duties and accurate and timely submission of performance evaluations, schedules, reports, and work orders, track supplies, materials, and equipment to ensure they are used properly. Candidate must be able to establish communication between staff, program supervisors and cooperating agencies using proper etiquette, initiating, and supporting clear, timely and direct communication. Additional Comments Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must be able to lift and move objects up to 50 pounds.
