Job Description and Duties Under the direction of the Statewide Transportation Program Manager and the Northern California Coastal Transportation Manager, the Senior Transportation Specialist (Coastal Program Analyst III) for the North Central District is the primary staff for transportation projects for the California Coastal Commission in the respective district. Most substantially, the Senior Transportation Specialist facilitates early and continuous coordination between the Commission and the California Department of Transportation (Caltrans) on state transportation projects that involve the Commission's original jurisdiction, federal consistency authorities, or certified LCPs. The position involves senior planning level work around multimodal transportation, the California Coastal Trail and coastal trails generally, sea level rise and climate change adaptation for critical transportation infrastructure, addressing equity in transportation, and other important transportation and coastal issues. The primary areas of focus for this position will be on the Commission's North Central District, although other assignments throughout the state may also occur as will work on statewide policy. The incumbent participates in Commission staff work teams with various units and District Offices to support timely reviews of general transportation and Caltrans environmental documents and regional/state transportation planning proposals. Reviews of coastal development permit applications (CDP), CDP Appeals, Local Coastal Program Amendments and Public Works Plan submittals must be completed along with the writing and presentation of staff recommendation to the Commission. The incumbent also explores opportunities for better integrating transportation and land use decisions in the coastal zone, promotes implementation of the CCC and Caltrans Plan for Improved Partnering, and assists in meeting a variety of other commitments under interagency agreements with Caltrans.
