We do "Work that MATTERS!" * People First - Giving priority to others * Respect - Treating others with courtesy and dignity * Integrity - Serving with honesty, trust and hard work * Deliver - Following through on commitments while exceeding expectations * Excel - Creating an innovative and improving work environment The Position: Under limited supervision, leads, oversees, and performs a variety of advanced-level professional duties and responsibilities involved in the research, planning, design, and construction of various engineering and facility projects; to serve as project manager on complex projects; to respond to questions and inquiries from the general public, developers, contractors, engineering and architectural professionals, and City staff regarding engineering and development projects; and to perform a variety of technical tasks relative to assigned areas of responsibility. Oversight covers a diverse range of complex projects, with budgets ranging from $100,000 to $100 million. This position provides direction to other employees.The following duties ARE NOT intended to serve as a comprehensive list of all duties performed by all employees in this classification, only a representative summary of the primary duties and responsibilities. Incumbent(s) may not be required to perform all duties listed and may be required to perform additional, position-specific duties. * Project Management: Oversees complex construction projects from inception to completion, including design, public meetings, bidding, and construction phases. Develops project scope of work and timelines, assigns tasks, and manages consultant services. * Team Leadership: Leads, trains, and reviews the work of staff involved in professional and technical engineering tasks, including plan review, development, contract administration, and design within assigned responsibilities. * Staff Development: Participates in hiring, training, and performance management of staff. Addresses performance deficiencies and enforces discipline procedures when needed. * Contract Management: Leads and participates in drafting complex consultant services agreements, requests for proposals (RFPs), and related contracts. Assists in the selection of consultants and evaluates their work. * Budget Administration: Assists in preparing and managing annual and five-year capital budgets, including coordinating data for city-wide budget integration and providing necessary reports and documentation. * Project Planning & Estimation: Prepares preliminary and final project plans, cost estimates, schedules, and specifications. Calculates material quantities, quality, and costs for project execution. * Plan Review & Technical Support: Reviews plans from consulting engineers, architects, and contractors for compliance with standards and provides technical support during construction. Verifies structural calculations and engineering/architectural methods. * Compliance & Inspections: Ensures construction plans meet applicable codes and project designs align with technical criteria and standards. Conducts surveys and inspections to analyze existing documentation. * Proposal Preparation & Grants: Participates in developing requests for proposals (RFPs) and contracts for engineering and facilities projects. Prepares and tracks regional, state, and federal grant applications for project funding. * Reporting & Presentations: Prepares and delivers project status reports and special studies to stakeholders. * Industry Knowledge: Stays updated on trends and innovations in civil engineering, architecture, facilities management, and construction, especially related to public works. * Public Interaction: Responds to inquiries from the public, developers, contractors, and other professionals regarding project development. Investigates complaints and implements corrective actions as needed. * Professional Engagement: Attends industry-related group meetings and represents the Engineering Department when required. Education and Experience: Bachelor's degree in Architecture or Engineering or a related field and six (6) years of professional experience in engineering or architecture. Any equivalent combination of education and experience may apply. Special Requirements: * Must possess a valid Texas Class C driver's license. * Professional Engineer or Licensed Architect. Bachelor's degree and Project Management Professional (PMP) certification will be considered as a substitute for licensure. * Must have the ability to obtain Criminal Justice Information Services (CJIS) certification. Knowledge of: * Federal, State, and City laws, rules, regulations, policies, and procedures. * Advanced theory, principles, and practices of civil engineering/architecture and design * Municipal budgetary policies, requirements, and procedures. * Advanced theory, principles, and practices of Civil Engineering/Architecture and design. * Engineering construction terminology, design, and specifications. * Construction materials and supply specifications and standards. * Construction inspection and investigation practices and procedures. * Modern office practices, procedures, and equipment. Skill in: * Establishing and maintaining working relationships with elected officials, professional and support staff, vendors, the public, and City employees. * Assessing and prioritizing multiple tasks, projects, and demands. * Reading and interpreting engineering documents, including schematics and blueprints. * Providing outstanding customer service and conflict resolution. * Operating a personal computer utilizing a variety of business software. * Understanding and interpreting complex laws, rules, regulations, policies, and guidelines. * Creating, preparing, writing, and proofing reports, documents, and correspondence. * Working effectively in a high-pressure environment with changing priorities. * Effectively communicating in both oral and written format. Physical Demands / Work Environment: * Standard office environment. * Ability to work in the field, outdoors, in extreme weather conditions, and around mechanical, electrical, fire, and respiratory hazards. * Ability to sit or stand for long periods. * Ability to lift, reach, bend, climb, push, and pull. * Ability to operate city or personal vehicle for business purposes.
