This unit is educational and provides resources to both workers and employees on how to mitigate health issues, such as heat stress, ergonomics, injury prevention, housing, access to health and support services, and wage issues. Major Objectives of the Position: This position is the subject matter expert regarding labor issues and the health needs of Colorado agricultural workers and agricultural employers producing fruits and vegetables, row crops, forage, greenhouses, and nurseries. The position is responsible for working with producers to connect them with the appropriate resources such as the Colorado Department of Labor and Employment's (CDLE) Workforce Centers, local nonprofits, and local governments. This position will also assist with connecting livestock producers in their assigned territory with the same resources. This position will expand educational offerings by offering in-person training, in coordination with CDLE, on agricultural employers' responsibilities and employee rights. This position will develop a regional conference and assist with developing a state-wide conference for employers, employees, and service providers on services, worker/employment law, leadership, health, safety, training, housing, education, occupational hazards, and innovations in agriculture. Primary Duties: Program Education and Outreach Brief Duty Description:This position is responsible for working directly with Colorado agricultural workers and agricultural employers, producing fruits and vegetables, row crops, forage, greenhouses, and nurseries. This position will ensure that the coordination of services and information available to workers and employers is accurate and contains information specific to the agricultural industry. This position will also standardize outreach support procedures to allow for more flexibility and consistency and to ensure the quality of customer service to ag workers and employers is high, and needs are being addressed. The position will complete CDLE H2A housing inspections as assigned. Specific duties can include: * Develop relationships with local governments, employers, workers, and local stakeholders. * Coordinating with, supporting, and providing referrals to CDLE's Workforce Centers. * Developing and periodically updating regional plans to address agricultural workforce issues related to producing fruits and vegetables, row crops, forage, greenhouses, and nurseries. * Connecting agricultural workers and employers and providing the technical assistance needed to access existing programs and services offered by the federal, state, and local governments, and nonprofits. * Complete CDLE H2A agricultural housing inspections as assigned. * Educate labor requirements directly in person and virtually, to the employer and employee. Regional and statewide conferences for employers, employees, and service providers Brief Duty Description: This position develops regional conferences and assists with hosting statewide conferences for employers, employees, and service providers on services, worker/employment law, leadership, health, safety, training, housing, education, occupational hazards, and innovations in agriculture. Specific duties can include: * Establish conferences that educate employers, employees, local, state, and federal agencies, non-profits, and other stakeholders. * Engage with stakeholders and other state agencies on various issues related to worker health and wage issues. * Planning and set up of different events in their relation to ag workers service. * Communicate effectively and articulately in writing and orally with diverse communities in all corners of the state. Policy Analysis and Research Brief Duty Description: This position will monitor federal and state regulations and academic and industry research on ag worker issues related to health and wages. Specific Duties include: * As the authoritative contributor, advises CDA executives on policies related to agricultural workers and employers. * Influences policies based on its analysis, research, and recommendations to be presented to CDA executives. * Convening stakeholder groups to discuss and address local agricultural work and employment issues. * Monitor changes in state and federal legislation. * Analyze publications on trends and best practices in worker health and wage issues. * Work with nonprofits focused on Ag Worker Health and Wage Issues education. Other Duties as Assigned: Brief Duty Description: The work unit or division will require additional duties similar to the job duties associated with this job classification. * In addition, this position will work with their supervisor and coworkers to identify and complete other task necessary for the successful operations of the programs and to ensure a positive and productive work environment. Salary Range: $2,697.69 - $3,237.23 Biweekly $70,140.00 - $84,168.00 Annually Minimum Requirements: Proven Experience, Knowledge, Skills: * Seven (7) Years Experience in agriculture, workforce management, project management and/or human services OR Education and Experience: * A combination of education and experience in a related field such as agriculture, workforce management, project management and/or human services to equal seven (7) years Preferred Qualifications: * Working with workforces predominately composed of Agricultural Workers * Knowledge of agricultural business and farming operation * An understanding of community resources, agriculture serving agencies and/or associations. * Knowledge of Labor Law relating to agriculture * Knowledge of H2A programs * Working with diverse communities. Conditions of Employment: * Must be highly proficient Spanish and speak and write it fluently. * Must have an active Colorado driver's license. * Must be a resident of the state of Colorado. * Be willing to travel for frequent single-day trips to work sites throughout assigned area and be willing to have overnight travel to other areas of Colorado, for up to four days at a time may occur to attend conferences and trainings * Travel time to not exceed 50% * Must be willing to work outside of normal business hours * Will need to work outdoors in adverse conditions such as rain, heat, and snow. Required Competencies: * Excellent interpersonal, communication and public speaking skills. * Ability to maintain neutrality in heated discussions * Ability to fluently interpret/write/speak Spanish and understand language and use colloquially. * Project management skills: ability to multitask, problem-solve, prioritize, create systems and processes and collaborate with and engage others. * Ability to work in a fast-paced environment and juggle multiple priorities, and able to react and adjust quickly to changing conditions. * Detail oriented. * Excellent communication skills; able to communicate effectively and articulately in writing and orally with diverse communities in all corners of the state. * Work well under pressure. * Strong relationship management skills and excellent representation of the department in community interactions. * A proven track record for developing and maintaining trusted relationships with stakeholders and industry experts. * Excellent negotiation and consensus building skills. * Proactive approaches to problem-solving and with strong decision-making capability. * Highly resourceful team-player, with the ability to also be extremely effective independently.
