Summary This position is located in the Bureau of Global Talent Management, Office of the Executive Director, Records Information Management Division (GTM/EX/MR/RIM). This position serves as the Records Control Officer and Chief for the Human Resources (HR) Records Information Management Division. RIM is responsible for establishing departmental policies and procedures for the management and disposition of official employee HR records/related data for both civil service and foreign service employees. Help Duties * Serves as the Department's expert and program manager for the management and disposition of employee official personnel records. Oversees the development, implementation and administration of comprehensive records and information management programs. * Leads a team of specialists, ensuring compliance with federal regulations, enhancing information accessibility, and safeguarding data integrity and privacy across the organization. * Provides oversight in the analysis of current methods of information flow; charts existing and proposed processes, procedures and methodologies; and develops improved patterns and procedures including organizational or functional changes. * Responsible for evaluating and developing electronic and/or automated solutions for the generation, conversion, and maintenance of human resource information. Directs Department compliance reviews of existing policies and procedures in RIM. * Provides expert advice and guidance to all levels of management, operating personnel, and employees on the interpretation, intent and applicability of Federal and Department of State laws, rules, and regulations. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: * Experience conducting studies and analyses to identify records management and FOIA issues and recommend improvements. * Experience evaluating and developing electronic and/or automated solutions for the generation, conversion, maintenance of human resource information. * Experience managing policies and procedures for Foreign Service and Civil Service personnel records and related human resource data. There is no substitute of education for specialized experience for the GS-14 position.
