ESSENTIAL FUNCTIONS: Provides financial and practical information on on assigned federal, state, local, and other award programs Oversees the implementation of grant approvals, set-up, compliance with applicable requirements, audits and close-outs Fiscally manages award routing, budgeting, account set-up, expenditure verifications, and reimbursement requests Analyzes data, prepares forecasts and provides recommendation for grant budgets Assists in the coordination of compliance research and reviews for regulatory requirements and assists with the data preparation of funding source monitoring or audits Develops and reviews Standard Operating Procedures (SOPs) UNDER ADMINISTRATIVE DIRECTION Prepares correspondence and documents and completes special projects Compiles, prepares and interprets extensive financial information Assists the division to ensure compliance with Generally Accepted Accounting Principles (GAAP) Assists with analyzing, reviewing and preparing reconciliations of special revenue balance sheet accounts Prepares year-end closing adjustments including accruals, deferred and designation of special revenue Provides coordination and technical assistance for processing special revenue year-end closing and financial reporting adjustments to the funding sources Implements adopted budgets by administering the fiscal needs, including budget, accounting and financial reporting associated with grant programs and projects Reviews and evaluates budget requests and budget adjustment revisions and prepares recommendations Provides technical assistance to assigned departmental programmatic staff on accounting purchasing, payroll, policies and operation, budget preparation and budget adjustments Provides technical assistance to departments regarding regulatory grant compliance and required funding source reporting Assists in the preparation of grant applications Assists on panel in application process of public service funds Researches accounting records to determine financial resources required to implement grant programs and submits recommendations for budget allocations Represents the department to governmental agencies, grant funding agencies and the public to provide information and answer questions concerning grant programs, budget, activities and policies and procedures Assists with developing goals and objectives, policies, procedures and performance measures Develops and maintains communication and effective working relationships with metro departments and external agencies and organizations Supports Grants Management Supervisor with coordinating and training current and new employees Seeks regulatory updates and training Performs related workBachelor's degree Accounting Business Administration Finance Public Administration Related field WORK EXPERIENCE Four years of finance, accounting, budget preparation, budget analysis or financial analysis experience and two years of grant related experience EQUIVALENCY An equivalent combination of education and experience may be substituted PHYSICAL REQUIREMENTS AND WORKING CONDITIONS Meets regular and punctual attendance standards and any special needs of the position as determined by management, including mandatory overtime and performing related workAbility to communicate effectively and professionally Ability and proficiency with Microsoft Office, financial reporting systems and other computer system applications Ability to understand regulatory compliance in relation to federal and state funding and knowledge of Generally Accepted Accounting Principles (GAAP) Ability to understand governmental accounting principles and concepts EOE
