Official Position Description: Serves as Traffic Maintenance Engineer responsible for all traffic maintenance activities (i.e. In-house traffic maintenance, contract traffic maintenance, & traffic plan development) & all traffic related construction administration activities within District. Supervises, plans, coordinates & directs activities of lower-level transportation engineers, transportation technicians &/or other support personnel in the District Traffic Maintenance Department. Develops engineering policies & scopes projects with respect to unique or controversial features which have significant impacts on major organizational programs. Signs plans &/or other engineering documents as a registered professional engineer & has authority to approve contingencies. Corresponds with Consultants & approves designs as well as construction plans for Traffic Signals, Signs, Highway Lighting, pavement markings, & Intelligent Transportation Systems. Responsible for reviewing all change orders, negotiating prices for extra work & new items of work with contractors, & producing associated change order plan documents relative to traffic maintenance contracts. Carries out public relation functions with property owners, utilities, local officials & civic groups in matters relating to District Traffic Department functions; investigates complaints arising from work or related to Traffic Maintenance activities. Develops two (2) year traffic signal installation & highway lighting maintenance contracts. Evaluates, researches, & purchases traffic maintenance equipment, parts, & supplies. Researches new materials & technologies to improve district traffic operations. Maintains liaison with District Construction Engineer regarding the status of district traffic construction projects. Establishes work environment supporting ODOT values & fosters open communications, positive team building, employee development, & quality input & output through leadership & coaching of employees. Utilizes quality initiatives & the continuous improvement process as part of routine operations. Plans & coordinates District Traffic Maintenance Annual Work Plan. Determines & provides budgetary information to supervisor, researches, & makes recommendations to assist with long range planning. Establishes & implements short & long term goals & objectives consistent with District & Department missions. Evaluates section engineering policies, reviews & makes recommendations with respect to Access Management, recommends revisions, approves & implements changes. Establishes goals & strategies to establish efficient practices. Analyzes work processes & makes improvements. Provides reports & monitors progress toward process improvements & performance relative to organizational performance requirements. Independently generates & signs name to external correspondence (e.g., inquiries, investigations, acknowledgments) to consultants, governmental units, private industries & general public on matters related to section activities; conducts field inspections; meets with officials from district &/or external officials (e.g., consultants, Federal Highway Administration, local authorities county officials) to present department's position & offer recommendations of acceptable alternatives where established policy does not apply; serves on various internal/external committees; originates reports. Conducts pre-construction & progress meetings with contractors & other interested parties (e.g., other governmental agencies & private land owners, & utility companies), resolving problems resulting from such meetings. Coordinates flow of project information. Attends conferences, seminars, & schools. Travels to &/or meets with public officials, the public, & consultants with respect to traffic related projects & issues. Makes technical presentations to internal & external groups. Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 2 yrs. exp. as group or project leader or supervisor providing work direction & training to employees engaged in engineering projects or 2 yrs. exp. in managing engineering research projects (i.e., managing research projects applies only to staff specialist positions); if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license. * Or licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors; 12 mos. exp. as Transportation Engineer 3, 85643; if assigned to operate a state vehicle to travel to & inspect project sites, must possess valid driver's license. * Or equivalent of Minimum Class Qualifications For Employment noted above may be substituted for the experience required, but not for the mandated registration.
