Position Description Advertised Job Summary Under the direct supervision of the Assistant Director and Director, and the indirect supervision of the Associate Vice President / University Architect for Facilities Planning, Design and Construction, serves as project manager directly responsible for overseeing the design and execution of major capital construction and renovation projects. Minimum Required Education and Experience Requires a bachelor's degree in engineering, architecture, construction management or related field from an accredited college or university and 2 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience. Required Certification, Licensure/Other Credentials Preferred Qualifications Master's degree in engineering, architecture, construction management or related field from an accredited college or university, and 4 years demonstrated project management experience, especially experience with the design, construction and management of major construction building projects; or bachelor's degree in engineering, architecture, construction management or related field from an accredited college or university, and 6 years demonstrated project management experience, especially experience with the design, construction and management of major construction building projects. Professional licensure as an engineer or architect or the ability to obtain professional certification as a construction manager or professional project manager in the State of South Carolina. Knowledge/Skills/Abilities Knowledge of principles and practices of modern architecture, design engineering and facility construction. Knowledge of laws, rules and regulations pertaining to the construction and modification of facilities. Knowledge of contract procedures, bidding procedures, architectural agreements and inspection procedures. Knowledge of state and federal laws, rules and regulations governing architectural or civil engineering project management for state highway construction, building construction or facility renovation projects. Ability to oversee the work of subordinate engineers or architects. Ability to establish positive working relationships with customers, superiors, subordinates, associates, design and construction consultants, state, local and federal professional personnel and other public and private sector organizations and individuals. Ability to communicate effectively. Ability to prepare, review and revise plans and specifications. Ability to problem solve and utilize conscious decision making. Ability to build teams and involve stakeholders. Job Duties Job Duty * Executes development and coordination of major or significant capital outlay projects through the planning, design, bidding, construction, and close out phases including but not limited to meeting with campus clients including faculty, deans, high-level administration staff, Board of Trustee members, and Facilities leadership, external architects and engineers; * Determining project scope and duration; coordinating A/E procurement, cost estimates, and feasibility studies; * Implementing established budget and schedule to meet program needs and limitations; Negotiating to gain consensus and final approval; * Providing summary reports and direction to all parties involved. Essential Function Yes Percentage of Time 30 Job Duty * Monitors and controls contractual commitments to assure performance of work including but not limited to compliance with drawings and specifications, performance of contract administration and close-outs, and University acceptance of completed work by reviewing contract documents and budgets, coordinating with the Office of the State Engineer and other state and local authorities as required; * Conducting site visits, inspecting work performed, ensuring customer "deliverables," verifying punch list, providing direction, and maintaining contact through warranty period. Essential Function Yes Percentage of Time 20 Job Duty * Executes project specific activities including assisting with the bid process, procuring services, submitting change orders and approving expenditures, updating project schedules and budgets, reviewing and, when necessary for value engineering, modifying construction documents, and providing project status reports. Essential Function Yes Percentage of Time 15 Job Duty * Provides assistance to the Director of Planning, Design and Construction, the University Architect, Senior Project Managers as required to develop and improve office policies, procedures and design standards; * Provides training to staff and regional campus facilities staff; * Provides guidance and input on the resolution of contractual issues; * Identifies and implements innovative procurement and contract management strategies to achieve project success. Essential Function Yes Percentage of Time 15 Job Duty * Maintains knowledge of and implements University and industry requirements, procedures, and standards including but not limited to state procurement law, Office of State Engineer, DHEC, City of Columbia, State Fire Marshall, Erosion & Sediment Control, Flood Plain and Zoning, LEED certification, historic preservation, any other applicable codes, and the University's master plan by reading, researching, reviewing, attending conferences, training, and meeting with internal and external personnel.
