Job Description The Assistant Water Plant Superintendent performs difficult technical and responsible administrative work overseeing the operations and maintenance of water pumping and purification equipment to provide quality potable water in adequate quantities to meet demands of residential, commercial and industrial customers and maintain appropriate reserves to meet A-1 fire protection criteria; does related work as required. Work is performed under general supervision of the Water Plant Superintendent. Supervision is exercised over other plant personnel. Essential Tasks * Plans, directs and supervises water treatment operations; * Conducts regular inspections of equipment and facilities including treatment facilities, pumping stations, elevated tanks, lagoons and reservoirs / dams; * Determines maintenance and repair requirements, order parts and coordinates and oversees maintenance and repair work; * Provides operators technical assistance on unusual problems; * Controls plant expenditures in accordance with budgetary provisions; * Enforces OSHA and general safety regulations at the plant; * Oversees preparation of daily records and reports on chemicals usage, plant pumping and purification activities; * Plans and confers with consultants and City staff on plant operations and makes recommendations for improvements; * Monitors and coordinates implementation of plans; * Ensures that all work is performed in accordance with OHSA and City Safety Standards and Policies; * Attends and serves as representative at conferences, regulatory meetings, and professional organizations; * Completes and submits monthly water and wastewater reports to the State; * Serves as the ORC in the absence of the Water Plant Superintendent; * Works with the Lab to ensure all required samples for compliance are collected and analyzed and reported; * Helps implement compliance requirements for Lead and Copper Rule Revisions (LCRR). Qualifications * Formal Education * Bachelor's Degree in Chemistry, Environmental Science, Biology, or related field of study supplemented by technical course work in water plant operations and engineering. A minimum of 1 year of water treatment and water plant operations experience. OR * Associate degree in Chemistry, Environmental Science, Biology, or related field of study supplemented by technical course work in water plant operations and engineering. A minimum of 3 years of water treatment and water plant operations experience. OR * Must hold or be able to obtain an A-Surface Water certification issued by the State of North Carolina within 1-year. * Valid North Carolina Driver's License. * Must have thorough knowledge of principles, practices, equipment and methods used in water treatment, pumping operations, water storage and reservoir operations. * Must have thorough knowledge of chlorination requirements and water distribution systems. * Must have thorough knowledge of the occupational hazards connected with water plant and related activities and of necessary safety precautions. * Must have knowledge of the principles and practices of public utilities administration. * Must be able to plan, lay out and supervise daily operations. * Must have ability to establish and maintain effective working relationships with management, co-workers, subordinates and the public. * Must have ability to prepare detailed reports and maintain records. * Must have good communication skills. Physical Requirements Hearing/Speaking - Expressing or exchanging ideas by means of spoken word. Perceiving nature of sounds by ear. Visual Abilities - the ability to perceive via eyesight is required for this position: * Acuity, far - clarity of vision at 20 feet or more. Both eyes 20/25 - R 20/30 - L 20/30 corrected. * Acuity, near - clarity of vision at 20 inches or less. Both eyes 20/25 - R 20/30 - L 20/30 corrected. * Depth perception - three-dimensional vision and the ability to judge distance and space relationships to see objects where and as they are. Depth Perception - 4. * Field of Vision - the area that can be seen up and down or to the right or left while eyes are focused on one point. * Accommodation - adjustments of lens of eye to bring an object into sharp focus. This item is especially important when doing near-point work at varying distances from eye. * Ability to distinguish colors. Physical Strength - degree of physical demands typically associated with this position include: * Medium Work: * Exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently, and or up to 10 pounds of force constantly to lift, carry, push, pull or otherwise move objects. * Requires sitting, walking, standing, stooping, balancing, crouching, crawling, reaching, grasping, holding, lifting, climbing and kneeling. * Must be able to wear a respirator. * Type of Physical Demands * Reaching - Extending the hand(s) or arm(s) in any direction, but normally to the front or side. * Handling - Seizing, holding, grasping, turning, or otherwise working with hand(s). * Fingering - Picking, pinching or otherwise working with fingers primarily rather than the entire hand or arm. Mental Activity/Requirements Reasoning * Ability to apply principles of logical thinking to work tasks and practical situations and requests made by supervisor and management; to comprehend and respond to a variety of work situations and tasks in an expedient manner, possibly under emergency conditions; to understand and apply safety requirements. Good judgement is essential. Mathematics Ability * Using Basic Math: Necessary when completing reports, checking laboratory Language Ability * The ability to read various instrumentation manuals, user guides, instructions, directions, report information, budget information, vouchers, purchase statements, computer designs and programs, calendars, recording forms, correspondence, invoices, ordinances, safety requirements, regulations and various other documents relating to the job. * Ability to read EPA, OSHA safety and other regulations and manuals, instructions, directions, equipment reading and other documents relating to job. * Ability to read an interpret blueprints, both mechanical and electrical. Written Ability * Ability to write recommendations, memos and figures, take messages and make various reports. Spoken Ability * Ability to be conversant in voice and dictation to participate in discussions with superintendent, suppliers and City employees in person and by telephone. Environmental Conditions Physical Surroundings * The worker is subject to Inside and Outside Environmental Conditions: * Exposed to the various weather conditions and temperatures. * Required to work in extremely hot weather and extremely cold weather as well as in rain, sleet, snow, ice, fog, smoke, wind and lightning storms. * May require worker to wear the same clothing and continue work for a period to exceed the normal work schedule during emergencies. Hazards * Worker is subject to a variety of physical conditions such as proximity to moving mechanical parts and electrical current. * Work will be exposed to chemicals used in the treatment of water, water borne disease, electrocution, falling, hazardous gaseous and dangerous. * Work is subject to standards established by OSHA. Machinery/Tools/Work Aids/Other Equipment * Personnel Resolution, Laboratory equipment, dissolved oxygen meters, pH meters, ammonia meters, scales, microscope and various other meters. Some chemicals such as nitric acid, acetone and phenylarsine oxide, alconox glass cleaner, sodium hydroxide, chlorine, pH4 acetate buffer and potassium iodide. * Sample duties include reading gauges and manually adjusting valves. * Computers used for log sheets and monitoring process with SCADA. * Calculators, hand tools, two-way radios, flashlights, motorized equipment including cars and pick-up trucks.
