***Security Clearance Required: Top Secret Clearance***Primary Responsibilities:The Program Manager for AIRWORKS LSI has overall responsibility for programs under his/her purview and will provide guidance and oversight to those programs' Technologies, Task Managers and Competency Leads on matters related to program operations, including staffing, personnel management, program management and business development across the broad range of programs supported and services provided by CRL on Government contracts.Acts as the overall lead, manager and administrator for the contracted effort. Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues. Oversees contractor execution of the contractor requirements. Manages acquisition and employment of program/project resources.Tasks Performed:Responsible for operational execution. Provides cost and risk management.Directing work efforts, monitoring recruitment efforts, resolving client and employee issues, and addressing internal operational issues.Develops, maintains, and leverages diverse networks for staying informed about competition.Recommends strategies to senior management based on market research results.Contributes to the establishment of best practices.Develops methods for effectively and consistently communicating strategy and operational goals.Serve as a mentor, provide advice, guidance (as appropriate) and personnel assignments as necessary.Responsible for personnel performance appraisals, and for including in such appraisals feedback from program leadership on the performance of their personnel assigned to teams.Establishes suitable methods to assess team operations, and to improve processes and training programs to ensure personnel are current and proficient.Establishes clear expectations and accountabilities linked to the company vision.Involves team in discussions focused on clarifying and improving broad commitment.Refines operational priorities over time to preserve alignment with vision.Helps managers tailor approaches for mobilizing their team around the strategy.Interprets the AIRWORKS LSI organization's vision for external stakeholders.Empowers others to establish collaborative, healthy relationships.Fosters a collaborative work spirit across the AIRWORKS LSI organization.Creates an environment where cross-functional teams flourish.Manages conflict and competition between teams and across the AIRWORKS LSI organizational lines.Serves as the primary interface and point of contact with Government program authorities on technical and program/project issues.Oversees CRL execution of the contract requirements.Manages acquisition and employment of program/project resources.Responsible for maintaining projected requirements and prepares to provide the capability from organic assets or external means.Responsible to provide skilled and knowledgeable people, processes and facilities tailored to meet program demands to successfully execute programs.Works to create a climate that values and rewards drive, initiative, and achievement of results.Creates an environment that is conducive to delegation.Delivers superior customer value consistently and within targets.Participates in developing formal procedures and structures for getting things done within the AIRWORKS LSI organization.Makes effective use of the AIRWORKS LSIs organizational structure.Aligns AIRWORKS LSI team's plans with enterprise mission and vision.Ensures important messages are clearly understood.Writes reports and/or articles for distribution to the business or professional community.Works to create a climate that values and rewards good oral and written communication.Coordinate with the Government Managers to ensure staff skillsets meet the requirements of the contract.Coordinate sub-contractor task assignments and track performance.Review and manage execution of the LSI contract spend plan and Estimates-to-Complete (ETC).Manage and deliver LSI contract deliverables.Supervise CRL employees assigned to the portfolio and conduct CRL Employee Performance Evaluations in accordance with CRL performance review policy.Provide career counseling and guidance to employees.Coordinate with human resources for personnel matters.Support CRL personnel management by approving employee timekeeping (timesheet review and approval, leave/vacation/comp time).Act as hiring manager for new staff. Screen, interview, and recommend candidates to the CRL PM and HR.Coaches others on methods of improving their own communications.Monitors developments in communications tools for potential use by AIRWORKS LSI.Involves team in discussions focused on clarifying and improving broad commitment.Refines operational priorities over time to preserve alignment with vision.Enables individuals and managers to take initiative and responsibility and make decisions.Communicates effectively with diverse audiences, using appropriate media and language.Provide regular status to the Projects Vice President regarding contract execution performance, risks, issues and mitigation plans.Required Education/Experience:SENIOR: A Senior level person within a labor category has over 10 years of experience related to the functional duties for that labor category and a MA/MS degree.Allowable Education/ Experience Substitutions:Bachelor's Degree plus 4 years additional relevant work experience may be substituted for a Master's Degree.Security Clearance Required: Top Secret Clearance.Estimated Travel: 10%Location: On-site Lexington Park, MD.CRL Technologies is an Equal Employment Opportunity (EEO) employer and welcomes all qualified applicants.
