POSITION: ECMH Program ManagerACCOUNTABILITY: Mental Health Program DirectorJob Status: Regular Full time, (Exempt)Hybrid Status: E4.2REVISED: March 2024EARLY CHILDHOOD MENTAL HEALTH PROGRAM MANAGER Alameda County Early Childhood Mental Health &Early Childhood Mental Health Prevention and Early Intervention ProgramJob Summary:Under the guidance of the Program Director, the Program Manager assumes primary responsibility for overseeing both the Alameda County Early Childhood Mental Health (AC-ECMH) and Early Childhood Prevention and Early Intervention (ECMH-PEI) programs. They play a crucial role in providing weekly supervision and support to all program staff, including the Program Coordinator, Mental Health Clinicians, and other support personnel. Working closely with the Program Director, they ensure that all contractual deliverables and desired outcomes for Early Childhood services are effectively met. In addition to their supervisory role, the Program Manager upholds stringent compliance with regulatory requirements such as HIPAA, Medi-Cal, Cal-AIM, and The Joint Commission (TJC), maintaining documentation and implementing quality assurance systems. As a member of the Senior Leadership Team, the Program Manager is tasked with providing oversight and ensuring seamless service delivery across both programs. This entails actively participating in meetings, closely monitoring outcomes, and fostering a culture of continuous improvement to drive program success.Duties and Responsibilities· Program Oversight: The Program Manager is responsible for overseeing the day-to-day operations of the Early Childhood mental health services, ensuring that services are delivered effectively and efficiently.· Clinical Oversight- Reviewing clinical documentation and interventions developed by mental health clinicians to ensure they align with established clinical guidelines and meet the needs of clients.· Staff Supervision: They supervise program staff, including mental health clinicians, program coordinator, and support staff, providing guidance, support, and performance evaluations.· Program Development: They collaborate with stakeholders to develop and implement program goals, objectives, and strategies to meet the needs of the community.· Documentation Oversight: The Program Manager oversees the documentation practices within both the ECM-PEI and AC-ECMH programs to ensure compliance with regulatory requirements and organizational standards with the support of the Quality Assurance department.· Training and Professional Development: They provide training and professional development opportunities for program staff to enhance their skills and knowledge in delivering mental health services.· Leadership: Attend meetings as needed and provide stakeholder support· Follow regulatory guidelines, mandated reporting, and program/agency protocols in performing duties.· Abide by all provisions of the A Better Way personnel manual.· Perform any other administrative and managerial duties as directed.Qualifications:· LCSW or LMFT, from accredited school of social work, Psyd, or PhD· Must be licensed with BBS and eligible to supervise with a minimum of 2 years supervisory experience and early childhood program management experience· Excellent clinical and writing skills.· Direct experience working with diverse racial and ethnic populations.· Bilingual in Spanish preferred.· Demonstrated ability to work collaboratively with families and community members in support of an effective Wrap Team· An ability to working on a multi-disciplinary team in a way that highlights peoples' strengths and role diversity· A passion for developing professionals in the field, providing strength based supervision and skills development while supporting a growth mindset· Understanding of basic theoretical and developmental principles of trauma and community-based mental health.· Familiarity and experience in working with infants and children in the 0-8 age range· Knowledge, understanding, and willingness to work with interdisciplinary approaches and partnerships.· Ability to work independently and to work as a member of a team.· Excellent organizational, computer and communication skills.· Meet BOP or BBS requirements for supervisionWork EnvironmentWhile performing the duties of this job, the employee regularly works in an office setting.Physical DemandsThe physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.While performing the duties of this job, the employee is regularly required to use hands and fingers to handle, feel, or operate objects, tools or controls, and reach with hands and arms.
