The County Executive's Office seeks well-qualified candidates for the position of *Labor Standards Equity Manager.**The Labor Standards Equity Manager in the Office of Labor Standards and Enforcement*In December 2023, the Board of Supervisors passed a Resolution directing the County Executive to take the necessary steps to establish an Office of Labor Standards and Enforcement. In June 2024, the Board then approved the framework for operations. As part of the framework for operations, the Labor Standards Equity Manager position was created.*The Office of Labor Standards and Enforcement will have three primary function:** Provide outreach and education to workers and employers within San Mateo County about labor standards, including wage-per-hour requirements.* Will coordinate investigations and enforcement efforts regarding labor standard violations within the county.* Will be a collaborative partnership between the Office of Racial and Social Justice, the County Attorney's Office, and the District Attorney's Office, integrating the strengths across offices to implement the functions of the new OLSE for the County of San Mateo.*The Position*Under general direction the Labor Standards Equity Manager will support the implementation of the new Office of Labor Standards and Enforcement (OLSE), coordinating across the Office of Racial and Social Justice, the County Attorney's Office, the District Attorney's Office, and community partners.*Specifically, the Labor Standards Equity Manager will:** Explore County authority to support worker restitution when local and state labor violations have been determined.* Support outreach and education of labor standards to low-wage workers and employers.* Support the content development and maintenance of an online OLSE resource library and webpage.* Track data on complaints, claims, and determinations and judgements related to labor violations.* Research and pursue best practices for building a culture of fair and safe labor practices.* Support related policy development.* Implement contract solicitations and maintain contracts.* Support development, implementation, and monitoring of claim intake and determinations process related to labor violations.* Build partnership with local leaders, organizations, cities, and other County departments.*The Labor Standards Equity Manager will also:** Plan, oversee, and provide a wide variety of administrative, analytical, and work-flow support on a County-wide level.* Analyze practices and procedures and make recommendations for organizational, operational, policy, and procedural improvements.* Foster cooperative working relationships among County departments, and act as liaison with various community, public, and regulatory agencies.* Conduct needs analysis, feasibility studies, and program evaluation for assigned projects and programs.* Develop, summarize, and maintain administrative and fiscal records.* Exercise direct and general supervision over assigned professional, technical, and office support staff.* Perform related work as required.The *Ideal Candidate *will have:* Enthusiasm and experience in building a new program or office within a large government agency.* A keen understanding of the labor enforcement landscape, from the CA State Labor Commissioner's Office to local county and city structures.* Experience in compliance of local and/or state labor laws.* Experience coordinating across multiple offices within an organization and with diverse community partners.* Experience at exercising cultural humility.* A demonstrated commitment to equity and belonging.* Skill at providing thoughtful customer service to a diversity of populations, from low-wage workers and non-English speakers to large employers and public officials.* The ability to engage in sensitive discussions respectfully and thoughtfully with diverse public members and partner organizations.* The ability to work through complexity, remain committed and positive, maintain strong relationships, and sustain momentum towards the work goals.* Creative problem-solving skills.* The ability to effectively represent the County in contacts with governmental agencies, community groups, and various business, professional, educational, regulatory, and legislative organizations.* Bilingual skills, specifically in English and Spanish.* Strong public speaking and writing skills, with the ability to communicate to diverse audiences with a widespan of formal education levels, including the public, vendors, contractors, community partners, and County staff.*Minimum Qualifications*Education and Experience: Any combination of education, training, and experience that likely would provide the required knowledge, skills, and abilities is qualifying.
