Description:Active RN license requiredGENERAL DUTIES:A. Designated health authority whose responsibility is administratively overseeing the health care delivery system at the local facility.B. Manage and evaluate facility medical program in accordance with PCM policies and procedures.C. Operationally manage unit by monitoring adherence to established standards (NCCHC and/or ACA) and following PCM policies and procedures.D. Function as liaison between PCM and facility administration.E. Monitor and implement all contract services.QUALIFICATIONS:A. Licensed Registered Nurse (RN) preferredB. Experience in health care delivery system.C. Decision-making ability required.D. Ability to communicate effectively.E. Previous supervisory responsibility preferred.RESPONSIBILITIES:A. Recruit, orient, supervise and evaluate performance of mental health, nursing and clerical personnel. Final approvals for hiring must be received from Director of Human Resources prior to employee starting.B. Administrative supervision of physicians, physician assistants, nurse practitioners and nursing staff.C. Assign and direct employees. Approve the nursing schedule and aid the nursing supervisor in recruiting replacement staff. D. D. Counsel, discipline, suspend and/or terminate employees who violate established policies/procedures of PCM or the facility in accordance with PCM's Corrective Discipline Policy. Each phase of the disciplinary process must be approved by Human Resources prior to implementing.E. Report to and meet with Regional Coordinator on a regular basis (quarterly at a minimum).F. Prepare required reports as requested.G. Maintain a professional administrative attitude at all times.H. Maintain a professional working relationship with facility staff, unit staff, contracted providers, outside service providers and corporate staff.I. Is tactful and diplomatic at all times. Function as a role model for staff.J. Make use of established Corporate and facility policies and procedures in decision-making. Must use factual data and sound independent judgment in meeting the responsibilities and performing the duties of this position.K. Ensure compliance with established standards of PCM. Checks with Vice President Operations or appropriate Corporate Staff on policy and contract interpretation issues.L. Ensure valid licensure, insurance coverage, CPR certification, and TB testing on all medically licensed personnel (employees and contracted).M. Audit payroll time sheets, calculate and approve total hours, monitors and reports overtime to Regional Coordinator.N. Monitor services provided by contracts and maintain statistical information as required.O. Ensures that all necessary paperwork is completed on newly hired staff and forwarded to Human Resources in the Corporate Office.P. Maintain Accreditation manuals for each established standard-updates when needed, file appropriate documents into each manual, reviews local policies and procedures annually.Q. Maintain accurate up to date PCM Policy Manuals.R. Ensure that the proper flow of relevant information (policies, procedures, in-services, problems) is disseminated to supervisor and supervised personnel.S. Prepare and submit required statistical, narrative summary and/or operational reports according to schedule (monthly, quarterly, annually).T. Maintain security of all medical records.U. Audit medical records per Quality Assurance audit criteria and reports deficiencies to QA committee. Suggest an outline for Quality Improvement for facility and implement plan.V. Screen all requests for copies of records and in collaboration with corporate staff approve or disapprove.W. Review status of inmate/patients with serious acute and/or chronic health problems and ensure that necessary intervention and treatment is rendered. Handle, in writing, all inmate/patient complaints/grievances. Report information to the Corporate Risk Manager.X. Monitor inpatient hospitalizations for length of stay and duration of follow up. Activate early release procedure when indicated. Report this information to the Corporate Medical Director or designee daily.Y. Administratively monitor and evaluate medical services to avoid the inappropriate use and/or duplication of services. Evaluate referrals to outside consults for applicable security restrictions and intervene when necessary.Z. Identify financial responsibility for inmate/patient incurred expenses and report to Corporate Office.AA. Monitor any potential catastrophic illnesses/injuries and research appropriate channels to limit PCM and facility liabilities.BB. Monitor, evaluate and recommend methods to improve operational efficiency and cost containment effectiveness.CC. Monitor and ensure strict compliance to all applicable pharmacy regulations.DD. Maintain stock inventories and order supplies and equipment when indicated.EE. Monitor and evaluate physical safety requirements for inmates/patients and staff to ensure a safe working environment.FF. Plan, implement, and monitor disaster plan and coordinate drills with facility at least annually.GG. Coordinate and/or provide in-service programs which are aligned with the medical program (at least monthly).HH. Attend scheduled meetings and provide minutes as well as follow-up to identified problem areas.II. Serves as Chairperson for monthly health care staff meetings, and Chairperson for quarterly meetings with administration and corporate staff. File agenda of minutes one (1) week prior to meeting and submit meeting minutes to Vice President.JJ. Oversee with the facility Medical Director the operation of the peer review program.KK. Maintain unit operations at all times to meet accreditation standards.LL. Attend seminars, workshops, and conferences at the direction of PCM.MM. Conduct sanitation inspections on a regularly scheduled basis.NN. Flexibility in work schedule is required. Unpredictable circumstances may warrant additional work hours and overnight travel to other facilities.OO. May be required to relocate (temporarily) to meet the needs of PCM.PP. Adhere to established PCM and facility policies and procedures.QQ. Is operationally responsible and accountable for the medical unit within a facility.RR. Review all incoming bills to ensure proper provider of care is being billed. If it is PCM's responsibility, it must be stamped, approved, and mailed to Fiscal Clerk.SS. Conduct mortality reviews within thirty (30) days of an inmate's/patient's death.TT. Maintain confidentiality at all times.UU. Submit copy of professional license and other credentialing information to the corporate office.VV.
