NYCHA's Asset & Capital Management (A&CM) Division is responsible for aligning the Authority's modernization, development, and strategic asset management work. Implementing one of the largest capital programs in New York State at $5 billion, the A&CM Division brings comprehensive repairs to NYCHA buildings and apartments through innovative, strong partnership with residents and other stakeholders, strategic, data-driven portfolio planning, and cost-effective project delivery and management. The Division also positions NYCHA's housing portfolio for the future by incorporating innovative building materials, construction methods, and technology, improving residents' quality of life while enhancing building performance and management systems. Asset & Capital Management comprises six verticals that provide key business services for capital management. Core functions of the Department include: Capital planning, financial administration, vendor management, contract management, and cost estimating for capital projects. Project design and consultant oversight for capital projects. Project management, inspection, audit, safety, and field monitoring. Optimization of traditional and alternative project delivery methods. Support on policy development and sustainable initiatives. The A&CM Division is seeking to hire a Senior Advisor to the Deputy Chief Asset & Capital Management Officer. The Senior Advisor will help support the day-to-day management of the A&CM Division, collaborate with other parts of NYCHA as well as external not-for-profit partners, agencies, and stakeholders, and support the Deputy CACMO to lead and oversee major initiatives to strengthen the effectiveness of the division in meeting its strategic goals and objectives. The successful candidate will work with A&CM division's senior leadership and with NYCHA's executive team to address high-priority requests and urgent coordination needs related to the division's work and NYCHA's broader mission of providing quality housing for New Yorkers. The Senior Advisor will provide strategic support to the Deputy Chief Asset & Capital Management Officer (D-CACMO) to execute and implement priorities across the division, including strengthening operational effectiveness and value-added services, and supporting close collaboration with the Chief Asset & Capital Management Officer (CACMO) and other A&CM senior staff as well as senior staff in other divisions (e.g., Operations, Finance, Procurement, IT, HR, etc.). This role demands exceptional organizational skills, strategic thinking, ability to quickly develop significant subject matter expertise, and effective coordination with various stakeholders, including internal departments and external partners. Candidates should have a strong process and analytical toolkit and excellent data fluency, along with the ability to drive cross-functional and cross-divisional coordination. Some key day-to-day responsibilities include: Assist the Deputy CACMO in executing a cohesive strategy to enhance the operational effectiveness of teams within the Asset & Capital Management Division, contributing to the design and execution of initiatives aimed at improving data utilization, technological integration, and enhanced service delivery to residents, elected officials, and other divisions within NYCHA. Contribute to the development and execution of strategic plans, initiatives, and performance improvement efforts within the division, fostering teamwork and accountability among team and department leads and stakeholders. Serve as a liaison between the Deputy CACMO and business units across A&CM, ensuring clear communication of strategic objectives, priorities, and directives. Facilitate cross-functional and cross-divisional coordination as necessary to advance key initiatives and address operational challenges. Provide project management support for key initiatives led by the Deputy CACMO, including organizing meetings with key stakeholders, preparing agendas, and tracking action items for projects ranging from capital planning to project management. Assist in monitoring project timelines, budgets, and resource allocation to ensure successful implementation. Assist in gathering, analyzing, and synthesizing data relevant to the division's strategic objectives and enhancements to program and asset tracking related to funding, adoption of technologies, regulatory requirements, training, resourcing, and operationalizing roll-out. Prepare reports, presentations, and other materials to communicate findings and recommendations to internal and external stakeholders. Key Competencies: Strategic Thinking: Comfortable interacting with multiple teams to draw insights that lead to actionable outcomes, considering complex funding, regulatory, and stakeholder regimes. Preference for candidates with prior experience and knowledge of funding strategies from inception through delivery of capital projects. Subject Matter Expertise: Prior working knowledge and expertise in one or more of Asset & Capital Management core competencies (e.g., capital planning and affordable housing funding, project procurement, project management, data and analytics, urban planning). A strong background in operations or management consulting will be seen as an added benefit. Analytical and Communication Skills: Comfortable and clear in communication with senior leadership within the A&CM division and broader NYCHA. Possesses robust analytical skills to convey complex concepts clearly to diverse audiences. NOTE: Due to the existence of a civil service list, candidates must have permanent civil service status in the title of Administrative Project Manager to be considered. A baccalaureate degree from an accredited college in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration, and five years of full-time satisfactory experience in the planning, administering or expediting of engineering design, and/or construction, or coordinating a very large engineering project, two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 2. A four-year high school diploma or its educational equivalent and nine years of experience as described in "1" above; two years of which must have been in an administrative, managerial, executive or supervisory capacity; or 3. Education and/or experience equivalent to "1" or "2" above. One year of experience credit will be given for: (a) each 30 semester credits of college or university education leading to a bachelor's degree from an accredited college or university in engineering, engineering technology, architecture, landscape architecture, architectural technology, construction, construction management, construction technology, sustainable design, urban planning, urban studies, city planning, transportation planning, business administration, or public administration; (b) An accredited Master's degree in one of the disciplines described in "1" above; (c) a Juris Doctor degree, or (d) a valid New York State license as a Professional Engineer, Registered Architect or Landscape Architect. However, all candidates must have the two years of the administrative, managerial, executive, or supervisory experience as described in "1" above. Preferred Skills - A minimum of 5 years of relevant professional experience in government or public administration, business strategy and operations, management consulting, housing finance and real estate development, capital projects management, or a related field, of which at least 2 years must have been in a responsible consultative or managerial capacity. - Strong technology skills, including Microsoft Office Suite, program/project management software, data visualization and analytics tools, are required. Experience with agile management and solution development techniques preferred. - Prior Public or Affordable Housing, or other government agency and intergovernmental coordination experience is preferred. Knowledge of U.S. Department of Housing and Urban Development, New York State and City regulations is a plus. Residency Requirement NYCHA has no residency requirements.
