Applications for this position will be accepted until 11:59pm CST on 01/10/2025 The Department of Housing's (DOH) mission is to expand housing access and choice and to ensure every Chicagoan has access to quality homes that are affordable, safe, and healthy. The Department pursues this mission in many ways, including investing in affordable housing developments, reinvesting in disinvested communities, supporting low-income homeowners, and protecting low-income renters. The Program Director for Renter Protections functions as a mid-level manager, responsible for managing the operational and administrative functions of Chicago's Right to Eviction Counsel (RTC) program, as well as other delegate agency programs that support and provide protections to Chicago renters. The RTC program is concluding a three-year initial pilot period that demonstrated immense success, effectively providing legal representation to low-income Chicago renters facing eviction in coordination with Cook County, the Circuit Court, and a consortium of local community organizations. The Program Director will take an active role managing these external relationships to identify lessons-learned from the pilot, implement process improvements to streamline RTC, and better integrate the program with other local and county-wide offerings. Work will include day-to-day contract administration, development and evaluation of requests for proposals (RFPs), establishing and pursuing strategic direction for renter protection programs, outcomes and financial reporting, and other duties as required. The Program Director will also collaborate with DOH's policy bureau to enhance legal protections for renters through legislation at the City and State level. ESSENTIAL DUTIES Coordinates the development and management of program contracts, budgets, grants, voucher payments, and other administrative functions Oversees program staff; monitors the performance and ongoing development of program staff, conducts performance evaluations of staff supervised Develops work objectives, quality standards, and performance measures for programs under your purview, and monitor delegate staff and delegate agencies' performance against these objectives and standards Serves as a liaison between other City departments, outside agencies, tenants, landlords, and the general public Represents the department in meetings and special task force initiatives to address issues related to renting in Chicago Identifies and researches specific problems and areas of opportunity and concerns and makes recommendations necessary to ensure program and operational efficiency Supports the research, planning, development, and implementation of new renter protection program and policies Responds to public inquiries and comments regarding program concerns and complaints Additional duties may be required for this position Location: 121 N LaSalle Street, 10 th Floor Days: Monday - Friday Hours: 9:00am - 5:00pm THIS POSITION IS EXEMPT FROM THE CAREER SERVICE Qualifications: MINIMUM QUALIFICATIONS Graduation from an accredited college or university with a Bachelor's Degree in the Social Sciences, Business or Public Administration, Public Health, or a directly related field, plus five (5) years of experience in the planning, implementation, or administration of social service, public health, or public service programs, of which two (2) years is in a management/supervisory role related to the responsibilities of the position, OR Graduation from an accredited college or university with a Master's Degree in the Social Sciences, Business or Public Administration, Public Health, or a directly related field, plus four (4) years of experience in the planning, implementation, or administration of social service, public health, or public service programs, of which two (2) years is in a management/supervisory role related to the responsibilities of the position SELECTION REQUIREMENTS This position requires applicants to complete an interview which will include a skills assessment as part of the interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position, based on the oral and written parts of the interview will be selected. Preference will be given to candidates possessing the following: Previous experience working with low-income families on issues related to housing or homelessness (and/or relevant lived experience) Previous experience working with legal aid, legal services, and/or the courts Previous experience working in the areas of eviction prevention and/or renter advocacy APPLICATION EVALUATION: Initial evaluation will be based on the information provided on the application and the documents submitted.
