WHO WE ARE The Department of Housing and Community Affairs (DHCA) works to preserve and increase the supply of affordable housing, maintain existing housing in a safe and sanitary condition, preserve the safety and quality of residential and commercial areas, ensure fair and equitable relations between landlords and tenants, and support the success of common ownership communities - all with a focus on reducing racial inequities and climate change impacts. WHO WE ARE LOOKING FOR DHCA is seeking a Public and Legislative Affairs Manager (Program Manager II) to coordinate departmental communications and legislative affairs. The position involves coordination and communications with individuals and groups within and/or outside DHCA, including elected and appointed officials, department managers, community, civic, and business leaders, advisory boards and committees, and representatives of other Federal and local governmental agencies. This position operates under broadly stated guidelines that require extensive interpretation and considerable judgment for appropriate application. This position reports directly to the DHCA Deputy Director and, along with the Outreach Coordinator, serves as a liaison between DHCA and internal and external stakeholders. The incoming Public and Legislative Affairs Manager will be responsible for managing DHCA's communications and legislative affairs by communicating its policies, programs, and activities to various stakeholders, including the media, government officials, community groups, and the general public. The Public and Legislative Affairs Manager serves in the Director's Office, participating in meetings with community stakeholders, elected officials, and local, County, and State government staff. It will be this individual's responsibility to continuously manage the refinement and delivery of DHCA's messaging. Essential Duties and Responsibilities The Public Affairs and Legislative Manager will support the development and execution of communication strategies for DHCA programs and legislative priorities. The duties and responsibilities include, but are not limited to the following: Develop an outreach plan to actively engage and collaborate with government, community, and media partners. Serve as the media liaison, promoting communication with community leaders and organizations and enhancing the delivery of information on DHCA programs. Identify, analyze, and develop recommendations for issues associated with DHCA programs and communicate issues to community leaders and DHCA management. Provide direction and oversight of the DHCA website and social media platforms. Assist in the preparation of remarks and testimonies for public events and hearings and collaborate with the County's Public Information Office on media releases, statements, and event management. Conduct policy and legislative research to support DHCA's priorities and communication efforts. Oversee the design and production of the DHCA annual report and other interim reports. Support department staff in the development of presentation materials and the delivery of outward-facing data and reports. Promote communication with community leaders and organizations to improve and enhance the delivery of information on DHCA programs. Collaborate with the Director's Office and Division Chiefs to identify organizational priorities and communicate those priorities throughout the department. Assist in gathering information, writing, and formatting prepared remarks and testimonies for public events and hearings. Work closely with the County's Public Information Office on requests for information for media releases and media statements. Monitor and track State and County legislative bills relevant to housing and coordinate responses on DHCA's position on legislative bills. Conduct policy and legislative research and analysis in support of DHCA's priorities and communication to internal and external audiences. Collect content, design, and manage the production of DHCA's annual report and other interim reports. Perform related duties as assigned. Experience: Thorough five (5) years of professional experience in a program/specialization area directly related to coordinating departmental communications, Public and Legislative affairs. Supervisory experience may be required, depending upon the position assignment. Relevant areas of experience below: Excellent written and verbal communication skills. Strong understanding of County and State legislative processes. Extensive experience with media relations. Demonstrated stakeholder management, relationship-building, and crisis communications skills. Excellent analytical and research abilities. Demonstrated public speaking and presentation skills. Ability to establish and maintain working relationships with cross-departmental County staff, co-workers, and the general public. Ability to learn DHCA's purpose, programs, and operations. Ability to prepare and present ideas and information clearly and concisely. Education: Graduation from an accredited college or university with a Bachelor's Degree. Equivalency: An equivalent combination of education and experience may be substituted. All Applicants will be reviewed by the Office of Human Resources (OHR) for minimum qualifications. Preference for interviews will be given to applicants with experience in the following: Knowledge and experience of principles and practices of journalism, public relations, and marketing. Knowledge of Federal, State, and County government issues, programs, and activities and the executive, legislative, and judicial branches and how they interact. Experience in communication strategies using social media platforms. Experience in conducting policy and legislative research and data analysis. Strong writing, editing, and grammar skills to effectively address different audiences across various platforms, proficient in Associated Press Style Book and other writing styles to show attention to audience, context vocabulary, tone, nuance, and syntax. Ability to think critically and analytically under pressure in a fast-paced political environment to consistently meet deadlines while producing high-quality work. Ability to establish and maintain effective and harmonious relationships with the news media, the public, and with people from culturally diverse backgrounds.
