DescriptionApply below after reading through all the details and supporting information regarding this job opportunity.Performs complex administrative work communicating and coordinating with City staff, design consultants, and contractors in the preparation of design criteria, project plans, and special reports for Capital Improvement Program (CIP) projects, overseeing the design, management, and inspection of CIP projects, maintaining records of invoices, payments, Quality Assurance (QA) and Quality Control (QC) reporting for CIP projects, and related work as apparent or assigned. Work is performed under general direction. Supervision is exercised over assigned staff.Examples of DutiesOversees the design, management, and inspection of CIP projects.Supervises assigned personnel; assigns, directs, trains, and inspects the work of staff; evaluates staff performance. Ensures City and Consultant staff are maintaining applicable standards and adherence to contracts.Participates in and oversees staff assigned to the Public Works Permitting Administration processes involving work activities to be conducted in the Right-of-Way (ROW).Develops scope of work, bid component breakdown items, and special provisions for CIP projects and annual contractor assignments.Assists Deputy Director in overseeing the City paving management program.Manage RFI's, notice of delays, change orders, and schedules for recommendations to the Deputy Director.Prepares City Invitation for Bid (IFB) packages and works with Purchasing Agent on issuance.Manages Virginia Department of Transportation (VDOT) Local Assistance Program (LAP) to ensure program guidelines, submission requirements, scheduling, and advertisement performance measures are met.Responsible for review and/or maintenance of Materials Notebooks, QAP's, and project records.Reviews and processes invoices for CIP projects, annual contractor assignments, and design consultants.Files and submits contractor and design consultant invoices for LAP reimbursements.Conducts field investigations for various drainage, pavement, and infrastructure conditions in City.Assists Deputy Director in developing and applying for various State and Federal grants.Conducts constructability reviews and prepares cost estimates for annual contractor assignments and CIP projects (Engineer Estimates).Assists in plan reviews for private developments and site plans; assists in the review and issuance of City Right-of-Way permits.Build and maintain positive working relationships with co-workers, other City employees, and the public using principles of good customer service. Provide technical assistance to other departments, contractors, developers, and citizens.Performs other duties as assigned.Typical QualificationsMinimum Education and Experience:Bachelor's degree in civil engineering, construction management, or related field and four or more years experience in construction management, including supervisory responsibilitiesor any equivalent combination of education and experience which provides the required knowledge, skills, and abilities.Licenses and/or Certifications:Must possess an Erosion and Sediment Control Program & Stormwater Management Program Administrator, VDOT Local Administered Projects Qualification Program certifications within 12 months of hire. CMIT, CACM, or CCM desirable. May require additional certification in engineering-related specialties.Soil and Aggregate Field Compaction, Asphalt Field I & II, ACI Concrete, Pavement Marking, Nuclear Gauge Safety Training, GRIT, Erosion and Sediment Control Inspection, Stormwater Inspection, Intermediate Work Zone Traffic Control, OSHA 10-hour Safety Training - Construction Safety & Health Certifications desirable.Valid driver's license in the Commonwealth of Virginia.Knowledge:Knowledge of the principles and practices of construction administration and management, civil engineering as applied to the development and construction of public works CIP projects.Experience with stormwater CIP projects.Demonstrated knowledge of the Commonwealth of Virginia Procurement Practices and Policies.Skills:Demonstrated skill in the use of testing instruments and surveying equipment.Demonstrated skill in GIS mapping as a tool for assessment and presentation.Abilities:Ability to plan, layout, and direct the work of Public Works crews and contractors.Ability to plan projects and prepare related designs, estimates, and specifications.Ability to perform survey grade and layout work and perform civil engineering assessment/evaluations, and to make comprehensive recommendations towards investigating and solving right-of-way facility problems.Ability to establish and maintain effective working relationships with employees, contractors, and the general public.Ability to communicate ideas effectively, orally and in writing.Ability to analyze complex issues, make sound judgments, propose viable solutions, and establish appropriate priorities.Ability to calculate complex cost reports.Ability to operate a personal computer and related software.Ability to perform estimating, accounting and cost control.Supplemental InformationWork Environment:General light office and field work requiring negligible exertion of force to move objects of up to 20 pounds.Work requires standing, walking and driving.Field work will require the ability to walk rough terrain associated with site construction operations.Work may be performed in adverse weather conditions.Essential Physical Activities:Stooping, crouching, walking, pulling, lifting, grasping, hearing, seeing up close, seeing far away, kneeling, reaching, pushing, talking, standing, finger movement, repetitive motions, depth perception.
