Washington DC 20006 - Hybrid with 1-2 days onsite a week Per Federal Govt Sector U.S Citizenship is required Ability to pass Federal background check is required for Level 4 Public Trust Clearance Our client is seeking a highly skilled Release Train Engineer (RTE) to support its Agile Transformation Program. The RTE will play a critical role in guiding Agile Release Trains (ARTs) to deliver value efficiently and consistently across divisions. As an Agile leader, the RTE will be responsible for facilitating Agile execution, optimizing workflows, and driving alignment with the Agile Program vision, mission, and strategic goals. Key Responsibilities: Agile Execution and Delivery: Facilitate Agile Release Train (ART) events, including PI Planning, Inspect & Adapt, System Demos, and Scrum of Scrums. Coach and mentor Scrum Masters, Product Owners, and Agile teams to increase Agile maturity and adoption. Ensure alignment of Agile teams with strategic priorities, business value, and delivery objectives. Support the execution of Program Increment (PI) commitments and remove impediments to Agile execution. Agile Governance and Framework Implementation: Implement and optimize a standardized Agile framework and playbooks for consistent Agile adoption across divisions. Establish and manage Agile governance models, tools, and reporting mechanisms to enhance transparency and efficiency. Drive continuous improvement by fostering a learning culture and sharing Agile best practices across the Board. Engage with the Transformation Office Committee (TOC) and subcommittees to drive Agile adoption. Coaching and Training: Provide Agile coaching and training to cross-functional teams, increasing Agile competency and collaboration. Develop and execute Agile training roadmaps, including role-based training for Product Owners, Scrum Masters, Release Coordinators, and Portfolio Managers. Support the Agile Center of Excellence in optimizing coaching engagements and knowledge-sharing initiatives. Lead change management efforts to promote Agile mindset and culture. Metrics, Reporting, and Continuous Improvement: Define and track Agile delivery metrics to measure team and program performance. Conduct quarterly Agile maturity assessments and report findings to leadership. Incorporate Lean Portfolio Management (LPM) principles into budgeting and demand management processes. Identify and resolve process gaps, optimizing workflows to enhance speed, quality, and efficiency. Agile Transformation and Organizational Agility: Guide and support the launch of new Agile teams for critical programs. Assist in stabilizing and evolving the Agile Transformation Program's operating model. Develop and execute change management strategies to support Agile adoption across teams and divisions. Participate in defining the long-term reporting structure and decision-making authority within the Agile program. Qualifications & Skills: Bachelor's degree in Business, Information Technology, or a related field (Master's degree preferred). 7+ years of experience in Agile coaching, Agile Release Train execution, or Agile transformation roles. SAFe Release Train Engineer (RTE), SAFe Program Consultant (SPC), or equivalent Agile certification preferred. Strong expertise in Agile methodologies, including SAFe, Scrum, Kanban, and Lean Portfolio Management. Experience implementing Agile frameworks in complex, large-scale organizations. Excellent facilitation, stakeholder management, and change management skills. Strong analytical and problem-solving abilities, with experience in Agile metrics and reporting. Experience working in government, quasi-governmental, or highly regulated environments is a plus. #M2
