Manager, Budget, Resource and PolicySalary Range: 134,633.00 - 170,102.00Closing Date: 1/16/2025Job Summary: The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers, and staff. The CAO organization comprises more than 650 technical and administrative staff working in a variety of areas, including information technology, finance, budget management, human resources, payroll, child care, food and vending, procurement, logistics and administrative counsel. The incumbent supports the Director of Operations and Strategy, overseeing daily financial operations for the business unit, and promoting efficiency in budget and administrative functions. Key responsibilities include: * Performing broad financial data analyses * Formulating and managing overall budgetary resources for all L&S directorates * Reallocating resources based on needs * Coordinating with directorates to meet fiscal requirements * Providing consultative support on policies, regulations, and laws The role also involves managing projects from inception to completion, preparing budget reports, developing standard operating procedures, and continually evaluating and improving budgetary practices. The incumbent will assist in all L&S activities related to process improvements, technology improvements, metric reporting, customer service survey data, budget formulation, submission, execution, closeout, and analysis, and tracking organizational procurement plans. They will serve as a backup to the Manager of Operations & Quality Assurance on all administrative and operational activities. This is a supervisory position. Grade level at the time of appointment is determined by professional experience and designated level of responsibility. Major Duties/Responsibilities: * Coordinate the formulation, documentation, and execution of business unit and department budgets, encompassing both personnel and operational aspects. * Track and manage the execution of annual L&S budgets for procurement of goods and services. * Conduct financial analyses, improve financial management efficiency, and provide regular and ad hoc financial status reports. * Maintain and revise internal procedural guidelines and policies governing budget development, formulation, and maintenance. * Aid in the preparation of annual budgets and support project managers with budget development and analysis. * Implement growth strategies, identify and map business unit strengths and customer needs. * Perform financial modeling and reporting, develop project schedules and budgets, analyze financial trends, and evaluate financial performance. * Conduct data analyses, present findings in textual and graphical formats, and perform advanced analyses to identify improvement opportunities. * Formulate budget request justifications, oversee year-end spending, and manage the overall budgetary resources of all L&S directorates. * Implement L&S Key Performance Indicators (KPIs) and metric reporting. * Develop standard operating procedures to document cyclical responsibilities and continually evaluate, streamline, and improve L&S budgetary practices. * Provide consultative direction on policies, regulations, and laws related to L&S activities. * Assist the Director with various personnel actions, including hiring staff, performance management, and career development. * Promote a team environment of coaching, creative thinking, and support, and work with employees to establish and prioritize professional development plans. * Develop and execute training programs and cross-functional assignments. * Define, plan, and implement special projects and data requests to achieve specific business objectives. * Manage assigned projects from inception to completion and prepare budget reports. * Assist in providing financial data for newly developed business projects and expansion. * Reallocate resources based on need and coordinate with directorates to ensure budgetary needs are met. * Performs other official duties and special projects as assignedTake the next step in your career now, scroll down to read the full role description and make your application.QUALIFICATIONS:Qualifications: * Master's Degree in Accounting, Finance, Business Administration, Quantitative Analysis, or relevant experience preferred. * Bachelor's degree in a relevant field or specialized experience of a minimum of 5 years. * Extensive experience in a management or budget environment in the government and/or private sector. * A minimum of 5 years progressive supervisory/managerial experience preferred. * Professional Certification preferred. * Ability to manage cross-functional or interdisciplinary employee work teams and delegate, direct, and coordinate workload within an organization. * 10 years of experience serving as a budget analyst, resource analyst, or financial analyst for a federal agency and/or corporation. * Demonstrated understanding of financial management principles and knowledge of policies, standards, laws, and regulations affecting the House. * Experience with developing and formulating budget estimates and justification statements. * Knowledge of planning processes, project management, budget formulation, and PeopleSoft Financial System, Hyperion, and various software systems. * Exceptional organizational, analytical, and problem-solving skills. * Effective communication skills, both verbal and written. * Collaborative working style with excellent interpersonal, consultative, and presentation skills. * Proven success in managing deadline pressures and multiple challenging assignments simultaneously in a fast-paced work environment. * Willingness to take on new opportunities and openness to change. * Ability to manage highly confidential and sensitive information appropriately. * Ability to secure and maintain Federal Government security clearances as deemed appropriate by senior management. **Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).PDN-9de07b48-22ce-4369-b6ad-fd8ca4d84df5
