The Department of Energy (DOE) Hanford Site requires general support services for the Assistant Manager of Mission Support (AMMS) Security and Emergency Services Division (SES). SES division requires one (1) full-time equivalent (FTE) general support contractor (1920 labor hours per year) to provide support in the following areas:Please read the following job description thoroughly to ensure you are the right fit for this role before applying.TaskFor all Security and Emergency Services Programs: Evaluate resource use for efficiency and effectiveness and provide recommendations for current budget execution and future budget submittals. Document and deliver evaluation of current performance quarterly or as assigned; provide recommendations for future budgets annually by assigned suspense date.Provide recommendations: For incorporation into Contractor Budget Alignment Guidance (CBAG) or approved successor document, and evaluate contractor's proposed Integrated Priority List and Unfunded List. Document and deliver recommendations for inclusion in CBAG original and revised documents, and evaluation of contractor integrated priority lists and unfunded lists, per assigned suspense dates.Evaluate contractor's monthly budget performance data submittals: Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Assist with integrated budget request and lifecycle planning: Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Provide support: In review and analysis of Independent Government Estimates. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.For all applicable SES program areas: Provide input and advice in developing, negotiating, and managing memoranda of agreement and memoranda of understanding for Mutual Aid with surrounding local, state, and federal agencies. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Review Vulnerability and Risk Assessments: Ensure thorough evaluations addressing appropriate threats are performed and the conclusions are technically valid. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Review Hanford Safeguards and Security Plan (HSSP): Ensure plans adequately describe DOE security interests, threat evaluation, associated protection system measures, and residual risk. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Evaluate requests for deviations from DOE Order requirements: Ensure appropriate risk assessments support deviations and technical content is adequate. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Assess requests for new Facility Clearances: Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Review contractor S&S job task analyses and training plans: Ensure job knowledge requirements are adequate. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Provide technical review and support: In the management and implementation of Safeguards programs. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Participate in the implementation and support for the DOE verification regime for SNM topics: Task may include interaction (meetings, correspondence, etc.) with personnel from DOE, National Laboratories, and the IAEA, as applicable. Typical activities include planning and reviews of procedures, and coordination and observation activities.Assist in reviewing and analyzing design documents: Specifications and other information relating to safeguards in new or remodeled facilities. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Assist with the process of reporting on activities: Associated with SR international safeguards programs including Additional Protocols to IAEA Safeguards Agreements. Participate in Additional Protocol meetings and teleconferences as alternate to DOE lead. Brief DOE lead within 7 days of participating in teleconference or meeting or as approved. Complete data calls as assigned, integrating with SES as required, within required time frames.Provide technical support for preparation of SES inputs: In the design of security systems including intrusion detection and assessment components. This will include review of project documentation. Observe projects in various phases of construction to ensure required S&S measures are implemented. Observes work in facilities during upgrading or downgrading of security levels. Document technical review comments for all documents assigned within 14 calendar days or as otherwise assigned.Provide technical support for and operational oversight: Of existing safeguards and security systems, including testing and maintenance of components and various exterior and interior intrusion detection systems. Document results of observations and S&S assessments in ICAS or approved alternate means within 7 calendar days or as approved.Provide technical support for operational oversight: Of the implementation of new or modified security enhancements. Observe initial Performance Assurance Program testing of new S&S elements. Document results of assessment in ICAS or approved alternate means within 7 calendar days or as approved.Review and analyze periodic False Alarm Rates / Nuisance Alarm Rates data: Provided by site contractor. Identify trends and report to the Federal SES Program Manager. Provide evaluation of contractor provided FAR/NAR data within 14 calendar days of receipt, or as approved.Assist Federal SES Program Manager: To manage and oversee the RL Performance Assurance Program. Provide comments, observations, or recommendations as applicable within 7 calendar days of oversight activity or as approved.Plan for, observe, and assess contractor technical security programs: Including TEMPEST, Technical Security Counter Measures, and Communications Security. Document results of assessment in ICAS or approved alternate means as applicable within 7 calendar days or as approved.Observe Performance Assurance Program testing: Of essential elements and components by Hanford contractors. Document results of assessment in ICAS or approved alternate means as applicable within 7 calendar days or as approved.Develop or review proposed Lines of Inquiry: For each evaluation and provide to program manager or supervisor prior to activity. Perform or assist with S&S Surveys using Lines of Inquiry in any of the subtopical elements. If conducting survey of particular subtropical elements, document results of surveys/assessments in ICAS within 7 calendar days of activity or as approved.Observe federal and contractor Personnel Security processes: And performance for compliance with established standards, efficiency, and effectiveness. Make recommendations on process improvements and resource requirements. Provide comments, observations, or recommendations as applicable.Assist in oversight of DOE Personnel Security Support Contractor performance: Resource needs, and budget requirements. Analyze future needs and provide recommendations to achieve program goals and requirements. Provide comments, observations, or recommendations as applicable within 7 calendar days of oversight activity or as approved.Observe contractor performance of EP program requirements: To ensure compliance with Federal laws, DOE requirements, and the Hanford Emergency Management Plan. Provide comments, observations, or recommendations as applicable within 7 calendar days of oversight activity or as approved.Review All-Hazards Surveys and Emergency Preparedness Hazards Assessments: Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Support and oversee programs: To assure that workers and members of the public are adequately protected. Provide input and recommendations as applicable according to scheduled due dates.Review onsite and offsite plans for compatibility: Provide input and advice in developing, negotiating, and managing agreements with applicable agencies. Provide comments, observations, or recommendations as applicable according to scheduled due dates.Evaluate tests of emergency plans, procedures and processes: Including exercises, training, and readiness assurance activities. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Review and evaluate annual Emergency Readiness Assurance Plan: Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Review corrective action plans: Verify and validate effectiveness of corrective actions. Provide comments, observations, or recommendations as applicable within 7 calendar days or as approved.Help establish strategies and procedures: For ensuring contractor implementation of plans for fire protection and emergency services activities. Provide comments, observations, or recommendations as applicable within 7 calendar days of oversight activity or as approved.Validate contractor recommendations: Concerning equipment needs, staffing levels, and budgetary requirements. Provide comments, observations, or recommendations as applicable according to scheduled due dates.Assist in developing exercises, performance tests, and surveillances: Provide input and recommendations as applicable according to scheduled due dates.Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner. The Contractor employee shall submit a monthly report to the technical monitor addressing work accomplished, and deliverable progress.RequirementsMINIMUM QUALIFICATIONEight or more years of experience in the Safeguards and Security areas of vulnerability assessment and physical protection programs (physical security systems, equipment, and processes) to include not less than five years at DOE facilities.Bachelor's degree, or a combination of ten or more years of experience in:S&S program managementvulnerability assessment and security risk assessment at DOE facilitiesDOE physical protection systemsDOE performance assuranceDOE Security Police Officer I or higherFamiliarity with Protective Force operations.Knowledge of DOE Emergency Management Operations.Familiarity with Personnel Security processes and standards.Technical writing and editing proficiency and experience.Eligibility to obtain and retain a DOE "Q" level security clearance.Must be a U.S. Citizen.PREFERRED EXPERIENCE AND CAPABILITIESWorking level knowledge of Hanford Site mission, activities and priorities.Working level knowledge of DOE Hanford processes and procedures.Working level knowledge of DOE program management practices, policies, and procedures.Experience in a DOE Emergency Operations Center.Familiarity with the National Incident Management System.Familiarity with National Security Adjudicative Guidelines (SEAD 4).Familiarity with DOE nuclear facilities.Familiarity with security and vulnerability assessment software commonly used in DOE, such as Simajin, Troupe, Haz Tracker, etc.Familiarity with Nuclear MC&A software, such as LANMAS.Proficiency in Microsoft 365, including Microsoft Word and Excel.OTHER REQUIREMENTSNon-Disclosure/Conflict of Interest form signed by both the general support contractor and authorized contractor representative must be submitted to procurement before any work/support can start.Identification of any conflicts, potential conflicts, or perceived conflicts of interest with any Hanford Site contractors.Compliance with site specific safety and security requirements, including badging and office protocols.The contractor shall maintain proficiencies in the following via periodic training:LOCATIONWork shall be conducted at the Department of Energy government offices, The Hanford Site, and Richland, WA. This position may be telework eligible at the discretion of the Technical Monitor (TM) in consultation with the Contracting Officer (CO). If this position is identified as telework eligible, there will be a 30-day waiting period in which 100% in-office support will be expected. The CO may waive the 30-day waiting period requirement if the TM agrees.
