The minimum qualifications required for this vacancy:Minimum QualificationsCurrent New York State employee with one year or more of permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 23 or above and eligible for transfer under Section 52.6 of the Civil Service Law.Provisional Pending Exam Minimum Qualifications: One year or more of permanent, contingent-permanent or 55b/c service as a Human Resources Specialist 2.Non-Competitive Promotion (NCP): If there are no more than three qualified candidates in the promotion field for this position, the agency will request approval from the Department of Civil Service to fill this position via a non-competitive promotion (NCP) examination, pursuant to Section 52.7 of the Civil Service Law. In order to be eligible for the NCP, candidates must be in the departmental promotion field and have one year or more in a permanent or contingent-permanent competitive, or 55b/c service in a Human Resources Specialist 2.If your skills, experience, and qualifications match those in this job overview, do not delay your application.The duties that the incumbent of the vacancy will be expected to perform:Duties DescriptionUnder the direction of the Associate Director Human Resources 2, M-2, the incumbent of this position will ensure the direct supervision of multiple teams of human resource professionals assigned within the department's Program Management and Recruitment units. The incumbent will ensure the supervision, development, and training of human resource specialists and supervisors in the performance of a broad range of general duties and functions in support of assigned program areas, including but not limited to requests to fill, recruitment activities, appointments, organizational planning and development, and position classification. Specific duties include but are not limited to:Supervise day-to-day personnel operations and actions by subordinate human resource specialists including the review of requests to fill, selective certification profiles, nomination and appointment, and transaction submission.Administer and provide training and direction to HR Specialists on staffing, recruitment, classification and compensation, and examination planning strategies for ITS, in accordance with Civil Service Law, rules and regulations.Draft communications and requests related to personnel administration, assuring standardized requests among staff and coordinating discussions with Civil Service.Assist Directors with the evaluation of reports and effectiveness of HR initiatives in relation to established goals. Recommend new and best practice approaches, policies, and procedures for continuous improvements in efficiency. Prepare related communications and present report-outs.Assist Directors with the evaluation of workforce, recruitment, and retention data; maintain and evaluate related metrics; and develop and implement related goals and strategies for enhanced ITS Workforce Management.Manage probation, traineeship, and performance program/evaluation administration.Provide oversight to day-to-day Personnel operations, including review of Selective Certification profiles, classification requests, nomination requests, etc. and assuring standardized practices across teams.Assist with the development of complex or sensitive classification requests and/or other Civil Service requests and prepare requests requiring Civil Service Commission action.Assist with developing and implementing HR-related trainings and communications to staff and managers.Perform a full range of supervisory responsibilities.Additional comments regarding the vacancy:Additional CommentsSome positions may require additional credentials or a background check to verify your identity.
