Ensure all your application information is up to date and in order before applying for this opportunity.Housing Authority of the City of East St. Louis Job DescriptionPOSITION TITLE: Capital Improvements Development (CID) DirectorREPORTS TO: Acting Executive Director or DesigneeSUPERVISES: Administrative Assistant, Development Coordinator, and Development InspectorSALARY: $70,180.17 - $81,368 (Exempt)Position Overview:An administrative position responsible for initiating and coordinating all Development activities.Essential Job Functions:Develops, monitors, and coordinates overall plans and implementation schedules for all approved development programs. Coordinates all phases of development, including site selection, proposal development, construction document creation, and funding.Oversees the procurement of Architect and Engineer (A/E) Services for Development activities. Ensures that procurement documents for A/E services are prepared in accordance with HUD guidelines and ESLHA policy and procedures and that the services procured are within budgetary requirements.Establishes and monitors internal administrative controls and routine operation of development activities.Oversees the administration of A/E contracts for development activities. Ensures that all A/E services are provided under established schedules. Reviews specifications, drawings, and bid documents prepared by A/E firms to conform to HUD and ESLHA requirements. Ensures payment requests, contract modifications, settlement documents, and claims are processed per HUD guidelines and ESLHA policies and procedures.Monitors HUD review of Development activities. Ensures that all HUD comments are answered on time. Maintains appropriate documentation to monitor HUD reviews.Oversees and monitors budgets for Development activities. Coordinates with the Finance Department to ensure that all obligation and expenditure deadlines are met.Prepares Annual and five (5) year plans. Meets with the Resident Advisory Board and staff for recommendations.Prepares inventory removal applications.Responsible for compliance with Davis-Bacon and other federal and state labor standards for Development activities.Keeps abreast of changes in Federal Regulations that affect Development programs.Coordinates Development activities with other ESLHA departments and ESLHA residents.Responsible for the development of new public housing units.Periodically visits construction sites to ensure accurate progress and quality reporting.Prepares, develops, completes, and submits grant applications for funding.Other duties as assigned.Performance Standards:Maintain good attendance; leave does not exceed the amount permitted, the employee has no unexcused absences from the job, and the employee is available to work during non-business hours when needed.A/E services are procured within established schedules and budgets.All documentation required by HUD guidelines relating to contract administration is submitted for approval and executed within the established schedule.All construction schedules are met as specified in the contract documents.All obligation and expenditure deadlines for Development activities are met.All development funds are requisitioned completely, accurately, and in a timely manner.Subordinate performance appraisals are completed properly and on time. The supervisor believes that they reflect insight and sound judgement.Management reports and HUD reports are prepared accurately and approved, and submitted by the date required.Required Skills and Qualifications:Education: A bachelor's degree in engineering or construction management is preferred.Experience: Five years of contract, construction management/administration-related experience, preferably in public housing or similar government unit.
