Budget Director About the Role: CFS has partnered with a local municipality who is seeking a highly skilled Budget Director to oversee the development, preparation, and administration of the Town's budget. This role provides strategic guidance to Town departments, ensures compliance with fiscal policies, and works closely with the Comptroller to implement approved financial policies. Key Responsibilities: ✔ Establish and manage the annual budget schedule, ensuring compliance with guidelines and deadlines.✔ Coordinate budget development and presentation with the Office of the First Selectman.✔ Develop and recommend budget procedures, including forms, formats, schedules, and supporting documentation.✔ Provide budget training and assistance to department heads.✔ Conduct financial analysis on policy, budgetary, and operational issues, offering recommendations to Town leadership.✔ Oversee the Town-wide Capital Improvement Program (CIP) from initiation to final presentation.✔ Monitor and report on the Town's operating budget and capital projects.✔ Coordinate budget-related matters with external and internal auditors.✔ Assist in labor contract negotiations, particularly in assessing financial implications.✔ Oversee the implementation and operation of MUNIS financial systems, working closely with IT and Town departments.✔ Design and implement financial reports to support effective financial management.✔ Collaborate with vendors, brokers, attorneys, and Town executives on financial matters.✔ Continuously seek ways to improve operations and enhance efficiency. Qualifications: Bachelor's degree in Accounting, Business Management, Financial Management, or Economics (MBA or CPA preferred). 8+ years of experience in budgetary, financial, and operational analysis, including 5+ years in a supervisory role. Strong knowledge of municipal financial management, GASB 34, and GAAP. Experience working with MUNIS ERP software, Microsoft Office, and Access. Proven ability to analyze municipal operations and identify cost-saving opportunities.
