Position SummaryThe Pre-Construction Manager is responsible for overseeing the preparation of bids and proposals, managing the estimating process, and ensuring the timely and accurate submission of proposals for construction projects. This role combines technical knowledge with strategic leadership to ensure proposals are competitive, comprehensive, and aligned with the client's requirements. This role requires close collaboration with clients, engineers, operations teams, internal and external stakeholders, with a focus on cost control, risk mitigation, and quality standards.Key ResponsibilitiesProject Planning & Feasibility: Develop and refine project objectives, work scopes, and resource plans. Conduct feasibility assessments, ensuring alignment with Taurus Industrial Group standards and client expectations. Develop creative, cost-efficient high-level approaches on how project is to be executed.Cost Estimation & Budgeting:Lead and manage the estimating process for multi-disciplined construction projects, ensuring accuracy and consistency in all estimates. Review historical data, project plans, and specifications to develop cost estimates, including labor, materials, and equipment. Collaborate with internal estimating teams, vendors, subcontractors to confirm accuracy and competitiveness.Proposal Strategy and Development: Lead and manage the preparation of proposals and bids, ensuring they meet client specifications, timelines, and submittal requirements. Develop and maintain proposal templates, ensuring they align with company branding, messaging, and ensure all required documentation is incorporated. Provide strategic guidance on the best approach for each proposal based on client needs and company capabilities.Scheduling & Coordination: Create and maintain project schedules, ensuring all pre-construction milestones are clearly defined. Coordinate with procurement, engineering, and field teams to streamline workflows and prevent delays.Risk Analysis & Mitigation: Identify potential risks, challenges, and constraints, providing mitigation strategies. Develop proactive strategies, contingency plans, and solutions to ensure seamless project delivery and compliance with industry standards, regulations, and company policies.Client & Stakeholder Engagement: Serve as a key point of contact during the pre-construction phase. Develop strong relationships with clients, subcontractors, and suppliers to gain valuable insights for estimating and proposal preparation. Present proposal details and estimated costs to senior management prior to submittal, addressing any questions or concerns. Communicate project scope, budget, and timeline updates to clients, partners, and internal teams to maintain transparency and alignment.Regulatory & Safety Compliance: Ensure pre-construction activities meet all relevant regulatory, environmental, and safety requirements. Champion Taurus Industrial Group's commitment to industry best practices and local codes.Value Engineering: Assess design plans, propose alternative methods, and optimize material selections to improve cost-efficiency without compromising quality or compliance.Team Leadership & Development: Mentor junior staff, foster a collaborative environment, and cultivate relationships with subcontractors, vendors, and external partners to enhance project outcomes.QualificationsBachelor's degree in Construction Management, Engineering, or a related field; or equivalent practical experience.Minimum 10 years of experience in an industrial construction environment, with a focus on pre-construction, cost estimating, or project management.Proficiency in scheduling and estimating software (e.g., Primavera P6, Excel, or similar).Strong understanding of construction methodologies, industrial safety protocols, and regulatory compliance.Excellent communication, negotiation, and organizational skills.Proven leadership ability, with experience guiding cross-functional teams in high-pressure environments.Additional RequirementsWillingness to travel to project sites as needed.Demonstrated commitment to quality, safety, and client satisfaction.Ability to multitask, prioritize deadlines, and adapt to changing project demands
