We are looking for a GIS Project Manager who will support the governance and compliance for Environmental & Historical Preservation Reviews & any future regulatory requirements related to the client's Subsidized Broadband program (wireline & wireless). Location: Basking Ridge, NJ 07920 - HYBRIDPosition: GIS Project ManagerPay: $64.29hr. on W2 Duration: 12 monthsDescription:This role supports the governance and compliance for Environmental & Historical Preservation Reviews & any future regulatory requirements related to the client's Subsidized Broadband program (wireline & wireless).• Work with key internal stakeholders to ensure successful execution of each review.• Must possess the ability to interpret data, identify trends, lead special projects, and make recommendations to support smart decision-making and delivery of commitments.• Must work hand in hand with key business partners; such as Engineering, Operations, Legal,Regulatory, and Risk Management to understand bottlenecks and impact; and gather data sources to perform required reporting and analysis for this government program.• Communicating requirements with appropriate internal collaborators to ensure alignment.• Establishing regular cadence with internal stakeholders to track project progress and preparing reports to track and monitor progress.• Analyzing and interpreting geospatial data and developing recommendations.• You are results driven. You are curious about what people need and want.• You enjoy digging through data and recommending ways to report it and present it.• You don't mind scheduling meetings, taking notes, and following up on action items.Required:• Bachelor's degree or four or more years of work experience.• Four or more years of relevant work experience.• Experience using Geographical Information Systems to produce detailed reports.• Demonstrated experience in the use of Microsoft Office & Google product.Nice to Have:• Ability to juggle multiple priorities to meet deadlines in a dynamic environment.• Strong bridging and brokering skills with ability to partner internally (cross-functionally and cross-businessunit).• A focus on details with excellent organizational skills.• Experience with converting government contract legal language into easily understood compliance requirements.• Knowledge of Inside Plant and Outside Plant Engineering practices.Purpose:To locate 1 worker with current Geographical Information Systems knowledge to conduct environmental, historic preservation, and cultural resource analysis and to prepare appropriate compliance documentation required by the BEAD NEPA Requirements related to the deployment of wireline and associated communications infrastructure in various Proposed Network Designs throughout the country, including without limitation Federal and Tribal lands, primarily focused on the BEAD Last-Mile program.The analysis and documentation will include information required to comply with the BEAD NEPA Requirements, NEPA, NHPA, USFWS, USACE, PIAs, and other applicable federal or state laws, regulations, or program requirements as directed by the NTIA. Documentation requirements are anticipated to include environmental permits, reports, studies, documentation of categorical exclusions, analyses of extraordinary circumstances, input into Environmental Assessments, contributions to Environmental Impact Statements, NEPA compliance documents (e.g., CE, EA), MOAMOUs, or other agency requested studies or agreements as well as the completion of any required consultations and any required public notice and comment process.Candidate Attributes:• Strong knowledge of Geographical Information Systems and Last-Mile wireline services.• Project Manager ("PM") experience, particularly with being responsible for communication and project coordination of cross-functional teams.• Willingness to work with others on a multi-force task team for the client's Wireline.Candidate Responsibilities:• Work with the client's chosen Environmental Vendor to perform an initial analysis underthe BEAD NEPA Requirements of various Proposed Network Designs related to the deployment of wireline and associated communications infrastructure in various locations throughout the country, including without limitation Federal and Tribal lands, to identify any potential relevant impacts (e.g., environmental, cultural, historic), and if any such potential relevant impacts are identified, to provide recommendations on alternative network designs that would avoid or substantially mitigate any such potential relevant impacts, with a particular focus on identifying alternative designs that would both qualify for CEs and avoid Extraordinary Circumstances.• Maintain an in-house quality control program that ensures discovered report errors ordeficiencies are corrected prior to external release for consultation with any agencies or tribal entities.• Update report milestones in a timely manner and provide appropriate documentation to allow the client's Wireline personnel access to view reports, run ad hoc queries, track progress and access NEPA Reports and associated documentation as needed.• May also be called upon for specific data gathering efforts relating to project timelines acosts.• Follow the client's Wireline regulatory interpretations relating to the BEAD NEPA Requirements.Candidate shall:• Work with the client's Wireline ("Subgrantee") to create a milestone schedule identifyingspecific deadlines;• Assist the client's chosen Environmental Vendor is preparing a project description andcorresponding map for NEPA screening and Tribal outreach for submission to an EE. • Assist Subgrantee in the finalization of a 75% project design including mapping and permit identification for submission to an EE;• Schedule, facilitate, and participate in meetings with Vendor and Subgrantee as needed;• Work with Subgrantee to provide information and assistance to obtain relevant state, local,and federal permits; and• Provide all necessary assistance and coordination in connection with the following high-levelmilestone activities as part of the BEAD NEPA Requirements.Performance Measures:• Candidate's performance will be evaluated quarterly through quantitative measurements including timeframes for completion of reports associated with given milestones and geographic location.Applicable Definitions:• AAI - All Appropriate Inquiries related to Phase I Environmental Site Assessments• ACHP - Advisory Council on Historic Preservation• ASTM - American Society for Testing and MaterialsThis particular client may require all new hires show proof of vaccination.
