System and Planning Engineer This full-time position reports to the Manager of Engineering and System Planning and is located at the Ed Fischer Operations Center, 8600 NE 117th Avenue, Vancouver, WA 98662.WHAT YOU WOULD DO: This position involves both collaborative and independent work within a small team, focused on the planning, design, construction, operation and maintenance of Transmission, Distribution, Substation, materialconstruction standards and SCADA systems. The position also includes developing project budgets, contracts, overseeing projects and working closely with customers and other departments to ensure utility goals are achieved.Duties include but are not limited to:Review, design and enhance coordinate protection and control schemes, develop relay settings for Substation, Transmission and Distribution equipmentPerform studies and document compliance for NERC protection requirements and transmission planning criteriaDevelop system one-line diagrams, schematics and wiring diagrams for system improvements projectsDevelop testing, procedures and commissioning plans for equipment to ensure proper operationProvide technical assistance for the installation, operation, and maintenance of the SCADA system and System OperatorsReview system events for proper operation and develop plans to address any mis-operationsProvide technical support to Engineering, Operations and PurchasingQUALIFICATIONS: Must have a Bachelor of Science degree in Electrical Engineering, prefer a minimum of 3 years of experience in system fault analysis to determine project relay requirements, protective relay settings and strong computer skills with a working knowledge of Microsoft Office programs. The preferred qualifications include experience with SEL relays, ASPEN OneLiner and Power World with a working knowledge of the Portland Vancouver area. The ideal candidate will demonstrate the ability to work cooperatively with others, including effectively presenting information, responding to questions from other employees and customers and having effective written and oral communication skills. Must have a valid driver's license.BENEFITS: Employees and dependents are eligible for medical, dental, vision, basic life insurance and disability insurance. Employees are enrolled in Washington State PERS and may enroll in deferred compensation plans. Employees will also receive eight hours of vacation leave and sick leave every month and twelve paid holidays throughout the calendar year.SALARY: Salary ranges are market based and established annually.
