Physical Location(s): Florida Keys Mosquito Control Facility - MarathonBasic ScopePurpose:The Director of Finance is responsible for monitoring the District's financial health, overseeing financial activities, managing budgets, audits, and financial reporting. Collaborate with departments to ensure compliance with fiscal policies and contribute to strategic financial planning. This experience management position will oversee the Fiscal Assistant and Financial AnalystPurchasing agent.Management of an annual budget of approximately $20 million.Reporting Responsibilities:The Director of Finance reports to the Executive Director.Working Conditions:The Director of Finance will be mostly exposed to inside environmental conditions, with some exposure to outside and shop conditions. The physical nature of this position is such that the person filling it will be expected to perform sedentary work with moderate to heavy work (exerting up to 50 lbs. of force to lift, carry, push, pull or otherwise move objects).Essential Functions (Without Accommodations):Review, modify, and oversees all operating procedures for finance, purchasing, and inventory control.Prepare financial statements, budgetary reports, year-end audit schedules, expenditure account analysis, monthly journal entries, District property & tangible property reports, as well as other state and federal financial reports.Pre audit fiscal documents for completeness, accuracy and procedural correctness.Work closely with external partners for annual auditing to include scheduling, information request, and pile data for budget preparation, auditing and actuarial reporting.Coordinate the preparation of financial and operational budgets.Coordinate with Chief Technology Officer to maintain readiness and security of financial software and updates.Review, recommend and maintain investment of surplus cash, and cash management in accordance with FKMCD investment policy.Review capital assets annually, maintains depreciation records and coordinates with supervisor in determining obsolesces and the scheduling the retirement of capital assets.Review, maintain, and update all financial procedure manuals for accurate and current information.Develop strategies and recommends short and long-range plans for the attainment of District financial requirements.Write and disseminate payroll administrative teract and coordinate with other public and private external partners to enhance the FKMCD financial policies and procedures as related.Required to attend all District board meetings and interact with elected board of commissioners.Direct, plan, and review the work of subordinates.Since our organization is going to change to meet the needs of public health, environmental conservation, and the District, you can expect, anticipate, and assume that your job description will change to meet these challenges.Knowledge Of:Accounting principles, practices, and proceduresGovernmental Accounting StandardsData collection methods and processingFinancial planning principlesSupervision and management principles and practicesBudget preparation and administration principlesFinancial technology, software and securityPersonnel administration principles and practicesFinancial risk management principlesFinancial statement and report preparationAccounting system design and implementationAbilities & Skills to:Manage, plan, organize, coordinate, and evaluate an accounting program.Supervise staff of two: Financial AnalystPurchasing Agent and Account payable ClerkDetermine work priorities, assign work, and ensure proper completion of work assignmentsEffectively communicate oral and writtenEstablish and maintain effective working relationships with internal and external partnersMake decisions and present solutions to problemsFormulate financial policies and proceduresPrepare and administer budgetsPrepare and maintain a variety of accounting recordsAnalyze and interpret dataUnderstand and apply applicable rules, regulations, policies, and proceduresWork independentlyEducation, Training, & Experience:Master's in accounting, Finance or related field.Minimum of 5 years of experience in Governmental accounting or 10 years in private sector accounting.
