Position Overview:The Sr. Director Engineering, Spectrum & Regulatory Advocacy position will play a critical role in laying the necessary regulatory groundwork for implementing NextNav's 5G based PNT network. This individual will combine deep technical expertise in RF engineering, FCC regulatory rules and processes, and engineering analysis to advance our positions through regulatory processes (particularly with the FCC), perform detailed technical assessments to proactively identify and rectify potential issues involving complex wireless environments, and lead external engineer-to-engineer engagement to advocate for the company's positions and drive consensus in industry discussions. Deep understand and experience with FCC spectrum regulatory process is a must, including active involvements in petition for rulemaking, PN, NOI, NPRM and R&O. The individual must bring multi-faceted industry background and assume a leadership role in coordinating both internal and external multi-stakeholder collaborations and activities.Key Responsibilities:Regulatory Advocacy Lead technical efforts to engage with regulatory bodies, especially the FCC, to advocate for our pending petition for rule making, including attending meetings with various government agencies' staffs to advocate the company's positions.Develop technical collaterals for comments, petitions, and other formal documents in response to regulatory proceedings, public notices, and rule makings.Maintain up-to-date knowledge of the regulatory landscape, including past, ongoing and upcoming spectrum related activities & proceedings.Technical AssessmentConduct detailed analyses to ensure optimal operation of our planned 5G PNT network in shared spectrum environments.Develop and implement solutions to mitigate coexistence issues.Collaborate with internal teams to perform testing and validation to characterize diverse coexistence conditions.Lead lab and field coexistence test activities involving external stakeholders including joint test plan negotiations.External Stakeholder Engagement & AdvocacyRepresent the company in external engagements with industry stakeholders, including government agencies, regulatory bodies and commercial stakeholders.Advocate for the company's positions on key regulatory and technical issues, working to drive consensus on policy and technical solutions that align with our network roadmap and business objectives.Build and maintain strong relationships with external stakeholders, including policymakers, industry influencers, and technical experts, to advance our next generation PNT visionWork closely with the corporate communications team to ensure that regulatory and technical positions are clearly communicated in external forums, including public consultations, hearings, and industry conferences.Cross-Functional Collaboration & LeadershipWork closely with internal development teams to translate regulatory requirements into actionable technical specifications and design parameters.Provide mentorship and guidance to in house staff on regulatory best practices and analysis techniques.Act as a subject matter expert on wireless spectrum and regulatory issues within the organization, educating stakeholders on key trends and requirements.Drive internal engineering discussions and decisions that align with both technical and regulatory goals.Qualifications:Experience:15+ years of hands-on experience in wireless engineering, with a focus on regulatory advocacy, spectrum engineering, and technical analysis.Extensive experience engaging with regulatory agencies such as the FCC, NTIA, and other relevant bodies.Strong understanding of FCC Part 15, Part 90 and other wireless communication-related regulations.Proven track record of successfully navigating regulatory approval processes, engaging with external stakeholders, and advocating for technical positions.Hands on experience in integrating and drafting FCC filings involving multiple contributors.Technical Skills:Proficiency in wireless communication protocols, including but not limited to 5G, LTE, Wi-Fi, IoT and various Part 15 technologies.Advanced skills in simulation tools (e.g., MATLAB, Planet) and network modeling.Experience with spectrum analysis tools and test equipment for detecting, analyzing, and resolving interference issues.Expert knowledge in RF propagation models, link budgets, and interference scenarios.Experience with lab and field trial coordination and management.Education:Bachelor's degree in Electrical Engineering, Telecommunications, or a related field.Soft Skills:Excellent communication skills, both written and verbal, with the ability to explain complex technical concepts to non-technical audiences.Ability to craft compelling overarching narratives based on disparate set of data and observations.Strong leadership and team collaboration skills, with the ability to influence decision-making across teams.Ability to prioritize and manage multiple projects in a fast-paced, dynamic environment.Proven ability to navigate complex external relationships and build consensus among diverse stakeholders.
