JOB SUMMARY Provides lead direction to Construction Surveillance Technicians (CSTs) and Security Officers at assigned client site(s). Performs duties of a CST within scope of assignment. supplements site access controls, implements screening and inspection procedures, and monitors construction and personnel, when required by the Construction Manager (CM), Accrediting Official (AO), Site Security Coordinator (SSC), and others as appropriate. In low and medium technical threat (Category I and II) countries, the CSTs begin surveillance of non-cleared workers at the start of Secure Compartmented Information Facility (SCIF) construction or the installation of major utilities, whichever comes first. In high and critical technical threat (Category III) countries, the CSTs begin surveillance of non-cleared workers at the start of construction of public access or administrative areas adjacent to the SCIF; SCIF construction; or the installation of major utilities, whichever comes first. Upon completion of all work, the CSTs clear and secure the areas for which they are responsible prior to turning control over to cleared American guards (CAGs). DISTINGUISHING CHARACTERISTICS Primary job function is Supervising company personnel, including assigning work, coaching, and discipline, as defined by client contract. In the event of uncertainty or lack of knowledge of company policies and procedures, employees are required to request clarification or explanations from superiors or authorized company representatives. CORE DUTIES INCLUDE: Functions as a LeadSupervisor of CSTs, Security Officers, Lead Officers, and other company personnel assigned to one or more posts at clientconstruction site(s); acts to ensure that all post orders are followed, that established rounds are completed, and that required reports are filed; notifies proper authorities and client in emergency situations. Coaches and disciplines CST personnel as appropriate; seeks advice from company management or designated representatives as appropriate; meets personally with employees and documents coaching and disciplinary actions. Trains CSTs, Security Officers and others; reviews post orders and other details of assignments with subordinates. Inspects posts as scheduled and meets with subordinates to outline tasks and responsibilities. Reports performance deficiencies to the SupervisorManager for action. In conjunction with company management or designated company representatives, ensure adequate security coverage of all posts. Prepares files and submits various reports as required, including payroll, schedules, and timesheets. Oversees CSTs to ensure screening of all equipment, materials, and furnishings destined for use in the controlled construction area, using X-ray machines and all other methods of examination as outlined in the requirements and approved by the government; may operate proposed inspection equipment. Performs the duties of a CST in accordance with post orders and Company policy. Provides lead direction at assigned client site(s); acts to ensure that post orders are followed, that CSTs accomplish their various tasks to preclude the introduction of electronic, electrical, mechanical, or any other type of hostile surveillance monitoring devices into finished construction, that established rounds are completed, and that adequate reports are filed; notifies proper management authorities and client designee(s) in emergency situations. Utilize knowledge of all construction disciplines, including civil architectural, mechanical, electrical, and electronic engineering principles. Read and analyze designs and blueprints and recognize the architect's intended use. Analyze designs and structural complexities for ulterior purposes not intended by the architect. Exercise knowledge of Intelligence Community Directive 705 (ICD 705) standards, technical surveillance countermeasures (TSCM), construction principles, and the types of devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance. Write detailed reports in English and complete the analyses of issues, findings, and security situations which require staff action. Operates electronic communication consoles, monitors, recording and reporting systems. These may include telephone switchboards, two-way radios, closed circuit and standard TV monitors, video systems, alarm and access control systems, and emergency communications systems. Protects evidence or scene of incident in the event of accidents, emergencies, or security investigations: sets up barriers and signage and provides direction or information to others. Meets with client representatives as scheduled or as needed to provide assurance that all security requirements are being met and to provide quality customer service. In compliance with Company policy, may deliver approved counseling and corrective actions as appropriate and within authority; seeks advice from Company management or designated representatives as appropriate; meets personally with employees and documents all corrective actions. As assigned, in accordance with applicable Company policies and procedures and in compliance with state and federal laws, carries out lead or supervisory duties that can include some or all of the following: interviewing, training employees, planning, assigning, and directing work, coaching and appraising performance, rewarding and counseling employees; reporting complaints, resolving problems and making hiring and termination recommendations. MINIMUM QUALIFICATIONS AT ENTRY Additional qualifications may be specified and receive preference depending upon the nature of the position Basic Qualifications U.S Citizenship preferred Ability to acquire and maintain a government security clearance. Must have a minimum of an active Interim Secret granted. Ability to acquire and maintain any other specific special clearancesaccess requirements (dependent on assignment). Must have or be able to obtain a current, valid state driver's license. EducationExperience High School Diploma or G.E.D. Two (2) years of experience as a CST for U.S. Government construction security projects At least one (1) year of experience in supervision Served on previous construction projects (preferred) Completion of a U.S. Government-approved CST training course Minimum of one (1) year experience in physical security, military service, law enforcement or a related field, sufficient to meet the minimum requirements for state and local licensing andor site standards as established by the company. Background Prerequisites Must undergo and meet company standards for background and reference checks, controlled substance testing, and behavioral selection survey, in addition to any mandatory licensing requirements. Competencies (as demonstrated through experience, training, andor testing) Must be able to meet and continue to meet any applicable state, county and municipal licensing and if applicable, permit requirements for armed security work and specific protective device and weapons qualifications. Knowledge of security operations and procedures including use of personal protective equipment. Must be able to meet and continue to meet any Company or client-required training standards. Ability to, hear, speak, and write fluently in English to communicate with employees and clients. Hearing and comprehension must be at normal range levels. Ability to write routine correspondence, including logs and reports. Ability to carry out instructions furnished in written, oral, or diagrammatic form. Knowledge of or ability to learn security operations and procedures. Ability to be an effective team member. Ability to maintain professional composure when dealing with unusual circumstances. Ability to adapt to changes in the external environment and organization. Good organizational skills. Ability to provide high-quality customer service. Possess strong interpersonal skills, with the ability to interact effectively at various social levels and across diverse cultures. Required ability to handle multiple tasks concurrently. Intermediate skills in keyboarding, computer usage, specifically Microsoft Office and other Windows- based products, and operating controls. Knowledge of and ability to learn computer systems. Frequent sitting, standing and walking, which may be required for up to 8 hours per day and may involve climbing stairs and walking up inclines and on uneven terrain. Close vision, distance vision, and ability to adjust focus. May be required to use vehicle in the performance of duties. Vehicles are to include but not limited to cars, trucks, electric carts, and bicycles. On occasion may be required to perform stressful physical activity. Depending upon assignment may be exposed to inclement weather or be required to work in environments or under conditions that require the use of protective gear and devices andor awareness of personal safety and safety of others.
