The Program Director is responsible for the delivery of services, development, and maintenance of all operations of the Ramada Shelter. The Program Director reports to the Director of Victory Housing for weekly supervision. Location: Victory at the Ramada in Dorchester provides life-stabilization services, intensive housing placement services and vocational case management services to homeless families and to pregnant women. Our program helps families increase self-sufficiency, gain healthy nutritional knowledge, search for more permanent housing and build job-readiness skills.Essential Duties:Acts in accordance with Victory Programs Inc.'s Standards of Excellence at all times. Including maintaining professional ethics boundaries and client confidentiality.Ensure that the programs are in compliance with all statutory and contractual requirements and that policies are being observed and administered by the staff to ensure proper delivery of services of the highest quality.Design and evaluate the delivery of all clinicalmanagement services at the program. Coordinate and develop primary partnerships between VPI and other network partners. Develop and revise as necessary all program policies and procedures to ensure contractual compliance and that agency standards are being met. Facilitate weekly staff meetings and monitor participation and attendance. Coordinate all internal and external service linkage supportive of clients' continuum of care. Develop, implement, and monitor program standards of care and best practices. Ensure all monthly client reports are prepared.Assist with the preparation of any reports or proposals necessary for the program operations. Work with staff to develop and implement an operational and quality improvement plan.Familiarity and knowledge of VPI's financial policies, employee personnel handbook, and safety (OSHA) regulations. Represent the program in the community as requested by the Director of Housing.Hire and terminate all employees with the support of the Director of Housing and the Director of Human itiate and maintain constructive collaborative relationships with funders, referral sources, vendors, and community-based organizations; ensure that all needed referrals are made to these collateral agencies and maximize program census.Coordinate billing submissions and approve accounts payable and receivables. Supervise, direct, train, and evaluate staff of the Ramada Shelter.Ensure all support staff receive weekly supervision and periodic performance reviews.Ensure orientation and on-going training for all staff, including relief or per diem.Provide on-call support as needed.Non-Essential Duties:Attend trainings and professional development opportunitiesTransport clients using agency vehicles.Valid Massachusetts driver's license with a safe driving point of 98,99,00,01.02 or 03. Perform any other duties determined necessary by hisher supervisor.Participate in monthly Leadership meetings and attend trainingmeetings as requested. Qualifications:Masters in Counseling, Social Work, Education Rehabilitation Counseling preferred or a related field, or Bachelor Degree in these fields with extensive management or clinical training and a minimum of five years experience working with the homeless.Demonstrated competence in service coordination and networking with other human service and health care providers.Minimum of 3 years of supervisory experience required. Knowledge and experience in administration of a team effort, familiarity with referral sources and the ability to supervise and manage both professional and paraprofessional staff.Ability to work cooperatively and supportively with other staff as a member of a treatment and management team. Demonstrated ability to work successfully in multicultural settings with a diverse client population.Familiarity with State and Federal housing programs is strongly desired. Strong organizational, writing and communication skills.Proficient computer skills, including the use of Microsoft products. Knowledge of evidence based treatment models.Knowledge of group facilitation. Must be CPR certified (may be obtained upon hire)Completed TB screening (may be obtained upon hire)Three work related professional references; at least 2 from manager or supervisor.
