Duties:You will serve as a technical authority in the full spectrum of Environmental Engineering Programs in relation to new developments or problems with storage tanks, petroleum, oils, and lubricants (POLs).You will provide guidance in the development and execution with storage tankPOL compliance work for a command by following International, Federal, state, and local environmental laws and regulations.You will perform storage tank inspections and oversee contractors on site visits across the United States, Europe, Africa, and the Middle East.You will provide environmental compliance related technical guidance to ensure technical feasibility of scopes of work and help solve compliance issues at installations, Facilities Engineer Commands (FECs) and HQ.You will maintain familiarity with changes in regulations and industry standards that affect compliance and review and comment on new rules.You will write and review Spill Prevention, Control, and Countermeasure Plans, Spill Prevention and Response Plans, and Storage Tank Management Plans.You will serve as a subject matter expert in storage tankPOL programs and will work with and support other program managers within their respective regions or at their installations. A copy of a wall certificate that does not show current registration status will not serve to verify you meet this requirement.GS-13: In additional to the basic education and PE license requirement, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Applying federal andor state environmental lawsregulations and industry standards in order to integrate environmental factors into facilities and operations; 2) Interpreting environmental legislation and regulations to determine potential impact on facility operations; 3) Supporting the planning, design and execution process to address environmental requirements, particularly in POL storage tanks and shore facility infrastructure projects; and 4) Developing a wide variety of written studies, reports, procedures, plans, correspondence, andor briefing materials to ensure effectiveness of environmental projects. GS-12: In additional to the basic education, your resume must also demonstrate at least one year of specialized experience as a professional Environmental Engineer at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting and assisting others with applying petroleum compliance related regulations to projects involving petroleum storage tanks and other facility compliance (e.g., Resource Conservation and Recovery Act (RCRA), subtitle I Underground Storage Tank (UST) regulations, and Clean Water Act (CWA) Spill Prevention Countermeasure and Control (SPCC) regulations); 2) Conducting site surveys and assisting to prepare associated petroleum compliance related technical plans and reports, such as Spill Prevention Countermeasure and Control (SPCC) plans, Storage Tank Management Plans (STMPs), etc.; 3) Assisting with the interpretation, applicability, andor implementation of current policies and directives; and 4) Reviewing plans, designs, and specifications for improvement, alteration, andor construction of facilities to ensure conformance with environmental requirements. NOTE: This information must be fully supported in your resume.Education Requirement: Bachelor's Degree (or higher) in Environmental Engineering, ORCurrent registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE), OREvidence of having successfully passed the Fundamentals of Engineering (FE) examination, OR Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements under paragraph A.Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least one year of professional engineering experience acquired under professional engineering supervision and guidance.
