The Southeast Gateway Line will include nine stations extending from the Slauson A Line station located in the City of Los AngelesFlorence-Firestone unincorporated area of Los Angeles County to its southern terminus at the Pioneer Station located in the City of Artesia, passing through the cities of Bell, Bellflower, Cerritos, Cudahy, Downey, Florence-Firestone, Huntington Park, Los Angeles, Paramount, South Gate and Vernon. The line will also include a new C Line station at the I-105 freeway. The project will provide direct connection to the Metro C Line (Green), Metro A Line (Blue) and LA County's broader regional transit network. Connecting this area to Metro's rail network will provide alternatives to driving and improves accessibility to jobs and job-related opportunities, as well as to medical facilities, institutions of higher education, and other places of interest in Los Angeles County.What You Will Accomplish:Leads the Client's Third Party Coordination efforts with various government agencies and utilities; ensures cooperation between the various partiesCoordinates the preparation of engineering plans, drawings, specifications, procedures, and schedules necessary for designbuild work for utility rearrangement and restorationInteracts with design and construction management consultants, other agencies, and utilities in order to bring early resolution of conflicts throughout the construction and design processLeads staff in advising Metro of third-party interests during pre-bid, pre-construction, progress, as-built review, and final inspection meetingsLeads staff in the execution of close-out actions for completion of project contract activities, including the execution of proper certification for the release of workProvides 24 hour on-call status for response to emergency conditions involving utility services or use of public right-of-way at Metro projects and assists in developing claim strategies for minimizing damage assessmentAnalyzes data, specifications, and drawings, making necessary changes or recommendations where appropriateReviews and approves all change notices involving agenciesutilities facilities, including betterments and cost recoveryCoordinates the designbuild as-built documents with third parties and makes necessary changes to promote agency andor utility closeout and acceptanceWorks with the designbuild contractor to present all as-built documents to third-party agencies and utilities, resolves discrepancies, and works toward final acceptanceReviews and approves third-party invoicesCoordinates power locations and installations for designbuild contracts regarding street and traffic signals with the appropriate power utility, Bureau of Street Lighting, and Department of TransportationCoordinates the preparation of plot maps and associated legal descriptions for the dedication of Metro property that is being turned over to a city or county for street dedicationsCoordinates the preparation of plot maps and legal descriptions for the vacation of existing city or county streets within the alignment of the projects; initiates the vacation application to the Bureau of Engineering, appears at city hearings, and finalizes the vacation requirements to validate the vacationCoordinates the preparation of all legal documents and third-party acceptance for third-party easements within Metro propertiesSupervises the scope definition for each third-party work effort and negotiates budget and scheduleSupervises the project staff in representing Metro in relations with public agencies, railroads, and utilities, especially in the resolution of conflicts during constructionSupervises staff in the establishment of long-range third-party goals, budgets, and schedulesSupervises the acquisition of properties as directed by the Project ManagerManages the development of Master Cooperative Agreements, California Public Utilities Commission (CPUC) applications, and work orders by staff, including the identification of items for cost recovery, betterments, and creditsManages the Project Change Control Board Status Reports, noting cost recovery itemsDirects the production of reports, budgets, feasibility studies, schedules, and economic analyses that apply to project utility service requirements, rearrangements, and permittingOversees the initiation of audits of work by third parties for compliance with quality, schedule, and cost limits; negotiates changes to agreements to minimize delays to prime workSupervises the coordination of the production of permits for contractors' operationsCoordinates staff in response to emergency conditions involving third parties, and assists in developing claim strategies for addressing damage assessmentLeads staff in providing technical expertise for responses to Requests for Information (RFIs) and Requests for Comments (RFCs) which pertain to third parties, as well as the review of all change notices prior to Metro Board actionDirects staff in maintaining files and records necessary for support documentation, including cost, schedule, scope, quality, and permit records, with the support of computer systemsCommunicates and implements safety rules, policies, and procedures in support of the agency's safety vision and goals; and maintains accountability for the safety performance of all assigned employeesContributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of Metro are carried outRequired Qualifications:PE (CA) is requiredBachelor's or Master's Degree in Engineering, Construction Project Management, Business, or a related fieldApproximately five (5) years of relevant experience performing third party coordination type work Experience working with City of Los Angeles DOT, BSS, BOE, DWP on construction projects Experience with coordination with FHWA, Caltrans, external jurisdictions, utility owners and several other applicable governmental entitiesA valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions Ramos CS Benefits: Ramos CS provides a comprehensive suite of benefits focused on providing health and financial stability throughout the employee's career.
