REGIONAL ENGINEERUnder the supervision and direction of the Director of Engineering Services, theRegional Engineer is responsible for the proper operation and maintenance of themechanical, electrical, plumbing and firelife safety systems and equipment at hisherRegion. In addition, the Regional Engineer is responsible for the daily supervision ofthe building engineers andor maintenance staff. The Regional Engineer will ensurecompliance with all Douglas Emmett Engineering Standard Operating Procedures andcorporate directives.Job Dutiesâ— The Regional Engineer operates and maintains all building systems inkeeping with industry practice, manufacturer recommendations andDouglas Emmett Engineering Standard Operating Procedures.â— In cooperation with the Director of Engineering, the Regional Engineerdirects and supervises the trade-related activities of the engineering andmaintenance crew.â— The Regional Engineer is responsible for the management of the contractservices engineering budget, including forecasting, and for the competentand professional operation of all plant equipment and efficient utilityconsumption.Record KeepingThe Regional Engineer works with the Property Managers to maintain the following athisher assigned Region:ï‚· Engineering logbook.ï‚· Building Standards.ï‚· Building Rules and Regulationsï‚· Energy Management System.ï‚· Operating logs.ï‚· Chemical treatment log(s).ï‚· Refrigerant management.ï‚· Fire drill exercises and records.ï‚· Injury & Illness Program and safety meetings.ï‚· Emergency shutoff drawings.ï‚· Elevator contract maintenance compliance.ï‚· Inventory of tools and materials.Engineering Standard Operating Proceduresï‚· Emergency contact list (contractor, tenant and staff).Permits and CertificatesThe Chief Engineer ensures that records are maintained in a current and accurate state.ï‚· Accelerograph.ï‚· Fire extinguisher service.ï‚· Elevator permits.ï‚· SCAQMD (all required permits)ï‚· Fire pump and emergency generator permits.ï‚· Pressure vessel(s).ï‚· Sewer Storm water Ordinance compliance.ï‚· Hazardous wasteAnnual ServiceThe Regional Engineer is responsible for the timely completion of all annual service.ï‚· Chiller(s).ï‚· Eddy current testing.ï‚· Back-flow certification.ï‚· Thermographic inspection.ï‚· Automatic Transfer Switch testing.ï‚· Emergency generator and fire pumps.ï‚· Boilers.ï‚· Cooling tower cleaning (frequency as required).ï‚· Switchgear testing and cleaning.ï‚· Elevators.Contract MaintenanceThe Regional Engineer assists the Chief Engineer(s) in the maintenance and monitoringof operating contracts.ï‚· Fire Signaling System (monthly).ï‚· Fire signal communicator.ï‚· Water treatment.ï‚· Elevators.ï‚· Phone, radios and pagers.ï‚· Engineering payroll.ï‚· Uniforms.ï‚· Building signage.ï‚· Metal maintenance.ï‚· Window cleaning.ï‚· Energy management and automation systems.ï‚· Mechanical service contracts (costfrequency).ï‚· Landscaping.ï‚· Pest control.Regulation 4 Testing (or annual equivalent)ï‚· Fire pumps.ï‚· Standpipe Pressure Regulating Valves (PRV).ï‚· Automatic sprinkler PRV's.ï‚· 5 year testing and balancing.ï‚· Class I standpipe.ï‚· Class II standpipe.ï‚· Basic automatic sprinkler.ï‚· Basic alarm.ï‚· Emergency generator.ï‚· Batteries.ï‚· Stairwell pressurization.ï‚· MVSPE (mechanically ventilated smoke proof enclosures).ï‚· Smoke evacuation systems.ï‚· Elevators.ï‚· Fire escapes.ï‚· Fire doors (annual and 5 year).Environmental IssuesThe Regional Engineer will maintain the following procedures, information and systemsas required.ï‚· ACM manifest log.ï‚· Dump site location.ï‚· ACM O&M procedures.ï‚· ACM engineering certification physical examinations.ï‚· ACM equipment certification.ï‚· Supplies & equipment (handling, spills, etc.).ï‚· EPA identification number(s).ï‚· State of California ID number(s).General Requirementsâ— Demonstrated competence in the field of building engineering, budgeting,and personnel supervision.ï‚· May stand a shift and work with the tools of the trade.â— Perform building inspections monthly. Report and address anymechanical or operational deficiencies found during the inspection andsubmit written reports with corrective recommendations.â— Trouble-shoot problem areas and work with building engineers to effectcorrections. Make a determination as to whether job can be handled byin-house staff or outside contractor.â— Evaluate specifications and blueprints and perform field verification ofsame.ï‚· Assist Property Manager with the annual building inspections.â— Maintain mechanical operating standards for the building, includingseasonal temperature adjustment criteria and procedures for heating andcooling, economization, onmidoff peak operation, and automatic EMSsettings to maximize energy savings.â— Supervise all maintenance programs, ensuring all work has beenperformed as scheduled and completed to Douglas Emmett standards.â— Ensure compliance with all environmental laws, codes and DouglasEmmett directives.â— Audit all chemical logs and programs to ensure that water treatment isbeing performed as required. Review all water treatment reports from thecontractor and report any discrepancies to the Director of TechnicalServices.ï‚· Inspect all operating logs and ensure that they are kept current.â— Recommend changes in Maintenance programs to the Director ofTechnical Services.ï‚· Screen all building engineer applicants prior to employment.â— Train engineering staff in all aspects of building engineering, to includedemonstrating how to perform various repairs and maintenance tasks.â— Assist Manager and Director of Technical Services in work performanceevaluations of the Engineering staff.â— In the event of absence of Property Manager, Regional Engineer is toassume responsibility of supervising Chief engineers' daily workassignments as directed.â— Develop and recommend to Property Manager work load assignments forengineering staff.Assist in developing building engineers duties and responsibilities.ï‚· Review plans and drawings on new tenant construction and remodelingpertaining to HVAC, plumbing and electrical.â— Work closely with and support the Property Manager in connection withproperly completing Tenant Improvements as quickly as possible.ï‚· Perform other duties as assigned.
