We are currently looking for a Director, Employee Benefits to join our team! Roles and Responsibilities: Hires, trains and provide direction to the Benefits Department Managers and Staff, with specific focus on the Non-Agreement and retiree populations. Responsible for the accurate and timely processing and payment of all claims, administrative fee and contractual departmental invoices. Advises upper management of financial and benefits related issues. Responsible for DAG and OPRA requests, reporting, and other file requests. Ensures pertinent benefits are in compliance with union retiree contract rules and follow regulations and company policies for the Non-Agreement population. Develops and implements system and procedural controls in compliance with internal and external audit requirements. Directs the development of financial control functions and procedures for timely and accurate processing of benefit claim invoices and administrative fees payments to vendors. Supports Finance's Monthly, Quarterly and Fiscal Year End closing processes, audits including GASB, OPEB and various other projects. Assists Senior Management with the procurement efforts (RFPs) and participates in contract negotiations to secure best in class health and welfare carriers to administer NJ TRANSIT's Benefit Plans. Once selected, manages plan vendors, and ensures vendors are accountable to their contracted performance guarantees. Supports Senior Management with regulatory compliance by tracking legislative changes, adjusting plan provisions, changing administrative procedures, ensuring carrier changes are properly implemented and updating SPDs and other employee communication materials as required. Responsible for all aspects of ACA regulatory reporting and filing requirements, including orchestrating annual IRS reporting requirements associated with IRS 1095-C and 1094-C. Leads annual Open Enrollments. Supports Senior Management with adherence to regulatory requirements including but not limited to Legal, Government, IRS and DOL rules and regulations. Requires extensive interaction with internal and external stakeholders and outstanding organizational skills. Functions as the Sr. Director, Employee Benefits in their absence. Performs all other duties as assigned. This Position Supervises: Manager Employee Benefits Benefits Analyst Compliance Analyst Education, Experience & Qualifications: Baccalaureate Degree in Business Administration, Finance, Human Resources, or related area, or equivalent, and eight (8) years of applied experience directing employee benefits in the design, cost analysis and administration of health and welfare plans. Knowledge & Skills: Required: Demonstrated exceptional leadership and excellent written and verbal communications skills, a solid and broad understanding of health and welfare benefit programs and the ability to work effectively with employees at all levels of the organization. knowledge and experience in information privacy laws, access, release of information and release control technologies. proficiency in the use of Microsoft Word, Excel and Power Point Desired: MBA desired.
