PENDING AVAILABILITY OF FUNDS ASSET MANAGER Summary Under the direction of the Regional Asset Manager, the Asset Manager is responsible for the overall management of project operations and supervision of maintenance. Compliance with HUD regulation, PHA policies, local landlord/tenant laws and safety codes required at all times. The spirit of teamwork and cooperation is exemplified by the property manager. General Administration • Maintain property office in a neat, orderly and businesslike manner at all times • Address resident and community concerns in a professional manner • Hire, train, supervise, discipline and, if applicable, terminate site staff • Maintain up to date, accurate business files and recording keeping systems • Prepare reports, memos, letters, and electronic communication to accurately communicate progress and needs of property • Complete and submit incident reports for all events that may involve injury or damage • Write advertisements, obtain prices and place advertisements in publications • On call 24 hours Respond to all after hour calls • Must answer the company issued cell phone all times, and respond to messages within 15 minutes. • Collect rents and maintain computer records • Follow up delinquent accounts and pursue collections • Process rent adjustments in accordance with HUD regulations and PHA policies, including obtaining verifications and entering information into computer • Maintain tenant files and related documentation regarding continuing eligibility • Ensure a 0% backlog of tenant recertification and maintain an error rate of 0% • Show vacant apartments utilizing professional marketing procedures, and maintain a high level of continued occupancy by leasing in a timely manner • Send/post all notices regarding compliance to residents when a violation occurs • Assess, recommend, and/or initiate lease termination actions. Preside over lease termination conferences and informal hearings, and prepare written decision. Present PHA's case fair housing hearings and in court settings. • Prepare and submit occupancy reports. Make and be prepared to implement recommendations for improvement. Financial Management • Prepare and monitor site budget • Monitor expenses to ensure spending is within budget • Maintain and reconcile property's declining budget • Prepare and submit financial reports. Make and be prepared to implement recommendations to maintain and achieve financial viability • Issue purchase orders and track purchases from orders through invoices • Process invoices for correctness, accuracy, and proper coding • Oversee and Purchase goods and services for project and monitor contracts • Maintain and reconcile property's petty cash fund • Make daily deposits General Repair and Maintenance • Oversee all work associated with maintenance of the site, common areas, building exteriors, building systems, and units • Maintain records of status of units and monitor preparation of all vacant apartments for rental, to insure that all vacant units are ready for occupancy within ten days of move-out • Log all resident complaints and dispatch maintenance personnel promptly. Immediately report items covered under warranty to the appropriate maintenance companies, and follow up for prompt repair • Oversee, coordinate, and follow up work order system to achieve that 100% of all emergency work orders are completed within 24 hours and routine within 10 calendar days • Post charges associated with work orders, late charges, etc. by entering them in computer and generating notices for residents • Oversee annual UPCS inspections and conduct move-in, housing keeping, and grounds inspections • Ensure security by communicating with maintenance, security personnel, and local law enforcement • Ensure that responsible staff is available at all times for emergency calls • Maintain and secure tools and supplies Tenant Relocations • Counsel residents who are not complying with terms of the lease, including delinquent payments • Maintain liaison with service coordinator to assist with residents activities, address specific problems, plan meetings, and/or support activities • Resolve conflict and complaints with residents concerning PHA actions or failure to act, if possible, to avoid grievances • Attend resident meetings when invited by tenant leadership, speak when appropriate • Conduct monthly resident meetings, prepare agendas, flyers and ensure proper distribution Supervising Personnel • Participate in pre-employment interviews and make hiring decisions and recommendations • Interpret and apply personnel policies, departmental policies, and other relevant policies and procedures • Review time and leave requests and reports for assigned staff • Train, oversee training, or assist in training site personnel • Prepare and conduct performance evaluations • Counsel employees regarding job performance and document in accordance with PHA policy • Recommend, institute, and/or conduct disciplinary action in consultation with human resources • Participate in the negotiations of union contracts • Delegate and oversee delegated tasks Qualifications A bachelor's degree in Finance or a related field; three (3) to five (5) years experience in Property Management, Finance, Planning or a related field; or any equivalent combination of education and experience.
