The Safety Manager(s) shall: A. Provide leadership, technical expertise and cultivate relationships with key internal and external stakeholders throughout the C&D organization, agencies, and the industry to support effective safety assurance and safety certification for the signaling/train control modernization program. B. Participate in the development and management of relationships with key stakeholders to ensure a safe and successful project. C. Plan, supervise and coordinate the safety assurance and safety certification activities for the train control and signaling systems with consideration of the entire operating environment and system interfaces. D. Develop Independent Safety Assessor ("ISA") Scope of Works ("SOWs") for Task Orders or stand-alone contracts. E. Manage the ISA consultants during project execution phase of the train control/signaling projects. F. Develop ISA Contract Modifications or Task Order revisions based on project scope changes, as necessary. G. Perform and manage the activities described herein in accordance with the C&D Rail Safety Program Plan ("RSPP") which aligns with the responsibilities outlined in this scope of work. H. Update the RSPP plan as directed by the Vice President of Vital Systems Integrity ("VSI") along with contracted safety engineering managers and engineers, engineering staff, Maintenance Staff, NYCT operations, and all System Safety Certification Board ("SSCB") member departments. I. Engage with internal identify safe optimum system solutions. J. Review new system supplier specifications (contracts) with a focus on safety and technical requirements. K. Update and create new safety sections as directed by the Vice President of VSI. L. Support the safety effort for S&TC BU projects in the execution phase, for procurement, and post award activities. M. Ensure that system safety objectives are achieved. N. Provide active support for projects to address on-board related matters. O. Oversee the development and presentation of safety recommendations for future evolutions for the CBTC program for the resolution of specific problems. P. Oversee development of recommendations for investment in new products and business solutions, supported by the appropriate safety goals. Q. Assist S&TC BU in adopting innovative methods, processes, and standards to expedite effective project delivery throughout the CBTC program, mitigating risks and maximizing delivery performance and safety. This includes the development of a S&TC BU Configuration Management Policy and Process. R. Develop and maintain productive and transparent relationships with all relevant stakeholders, ensuring effective communication on project status, safety matters, and timely resolution. S. Work collaboratively with C&D Delivery, C&D Contracts, and the NYCT. T. Oversee the preparation of key safety performance indicator reports to track progress and identify issues. This shall include but is not limited to Hazard Status Reporting. U. Prepare and conduct presentations for executives, the SSCB and key personnel. V. Perform other duties as assigned Candidate's resumes must include: A. A bachelor's degree in Engineering, or a related field, advanced degree preferred. In lieu of a master's or advanced degree in System Engineering, or related field; a. An associate's degree and six years of relevant industry experience can be substituted for a bachelor's degree. b. A high school diploma or its equivalent and ten years of relevant industry experience can be substituted for a bachelor's degree. B. Significant experience in System Safety is required. This must include but is not limited to experience in the development of: a. Project Safety Plans ("PSPs"), b. Preliminary Hazard Analyses ("PHPs"), c. Operating & Support Hazard Analyses ("O&SHAs"), d. System Hazard Analyses ("SHAs"), e. Interface Hazard Analyses ("IHAs"), f. Subsystem Hazard Analyses (SSHAs), g. Fault Tree Analyses (FTAs), h. Failure Mode, (Criticality), i. Effect Analyses ("FME(C)As"), j. Hazard Logs, Formal Methods, k. Safety Defect Reporting, and Final Safety Reports (FSRs"). C. Demonstrated experience in coordinating with technical experts, managing engineering entities and overseeing operation and maintenance organizations. D. Demonstrated, strong communication and interpersonal skills. E. Evidence of relationship building and the ability to work collaboratively with stakeholders at all internal levels within the organization. F. Demonstrated ability to effectively work in a high-profile, high-pressure environment. G. A demonstrated ability to produce results, organizational effectiveness, and continuous improvement. H. Leadership skills as a change agent and strategic/creative/innovative thinker with the ability to align business goals with solutions to drive process improvements. I.
