General Description JOIN THE CITY OF DADE CITY AS A CRA DIRECTOR! The City of Dade CIty is seeking a dynamic and experienced Community Redevelopment Agency (CRA) Director to lead the redevelopment and economic revitalization efforts in our community. This pivotal role involves managing and executing the CRA initiatives, fostering economic growth, and enhancing the quality of life in our city. Essential Job Functions The following duties are normal for this position. Other duties may be required and assigned. Strategic Planning: Develop and implement comprehensive plans for downtown redevelopment, economic development, and community revitalization. Collaborate with city officials, stakeholders, and community members to create and execute strategic initiatives. Project Management: Oversee and manage various redevelopment projects, including streetscape improvements, real estate acquisition and disposition, and other economic development activities. Ensure projects are completed on time and within budget. Budgeting and Financial Management: Prepare and manage budgets for CRA and economic development projects. Monitor financial performance, handle fiscal responsibilities, and ensure compliance with funding requirements and regulations. Real Estate Management: Lead efforts in acquiring, developing, and disposing of real estate assets. Negotiate contracts and manage professional service agreements to support redevelopment goals. Public Relations and Communication: Serve as the primary spokesperson for CRA and economic development initiatives. Foster positive relationships with residents, businesses, and other stakeholders. Organize and attend public meetings, presentations, and community events to promote redevelopment efforts and gather feedback. Operational Oversight: Direct the day-to-day operations of the CRA office, including staff management, administrative functions, and coordination of activities. Ensure efficient and effective operations to support redevelopment goals. Policy Development: Assist in formulating and implementing policies and procedures related to economic development and community revitalization. Stay informed about industry trends and best practices to guide policy and strategy development. Performs other related duties as required. Knowledge, Skills and Abilities Knowledge of principles and practices of urban planning, community redevelopment, economic development, construction management, public administration and real estate. Knowledge of principles and practices of strategic planning, business writing, and finance. Ability to understand and communication both orally and in writing and writing policies, procedures and services. Knowledge of construction and development operations. Knowledge and understanding of financial marketplace and the methods available to finance large development projects. Thorough knowledge and understanding of municipal budgeting procedures and multi-funded financing operations. Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or set of programs. Administration of staff and activities, either directly or through subordinate supervision. Knowledge of applicable state, federal and local laws, rules and regulations. Knowledge of methods and techniques of research, statistical analysis and report presentation. Ability and knowledge of researching, compiling, and summarizing a variety of informational and statistical data and materials. Requires the ability to utilize consulting and advisory data and information, such as land development codes, adopted legislation, maps and design media, and grant agreements/contracts. Ability to organize work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Maintaining high standards of accuracy in exercising duties and responsibilities. Ability to apply logical thinking to solve problems or accomplish tasks: to understand, interpret and communicate complicated policies, procedures and protocols. Communicating clearly and effectively, orally and in writing in a public forum Ability to work collaboratively with diverse groups, including city officials, community leaders, and residents. Excellent leadership, communication, and interpersonal skills. Strong understanding of urban redevelopment, real estate management, and financial planning. Minimum Requirements PHYSICAL SKILLS/WORKING CONDITIONS: Ability to communicate effectively using verbal, written and visual communication. Ability to operate a computer and to use a keyboard to enter data. Work is primarily performed in an office setting. EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with an Bachelor's Degree in engineering, economic development, finance, business administration, public administration, urban or regional planning or a related field required. Master's Degree highly preferred. Five (5) years of experience in urban planning, economic development or related field required. Must have thorough knowledge of the redevelopment process, especially pertaining to Florida Statutes for Community Redevelopment Agencies. Work experience in a planning or CRA municipal or private sector office environment highly preferred. LICENSES, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Affiliations or membership with trade associations exemplifying additional education is a plus, such as Florida Planning Association, Urban Land Institute, Florida Redevelopment Association, International Council of Shopping Centers, NAIOP, IEDC, or other related associations. Certified Redevelopment Professional (FRA-RA) credential is highly desired.
