ABOUT CJA The New York City Criminal Justice Agency (CJA) is a not-for-profit service and research organization that operates in partnership with the New York City Mayor's Office of Criminal Justice. CJA is the City's main pretrial services agency, combining operations, pilot projects, and research under one roof. CJA utilizes procedural justice practices to provide pretrial services to tens of thousands of persons arrested annually in New York City. Information collected about these arrestees and subsequent case processing is maintained in the agency's databases, which are used to conduct research on case processing, court outcomes, and criminal justice policy in New York City. CJA's programs operate in the criminal courts and detention facilities 24 hours a day, seven days a week within the five boroughs of NYC, employing over 270 employees, citywide. WHY CJA? A not-for-profit agency funded through the Mayor's Office of Criminal Justice, CJA is uniquely positioned to provide the City's Criminal Justice leaders, policymakers and the public with information, technical expertise, and research about arrest and case processing within the five boroughs of NYC. Program Summary NYCJA's Information technology team provides strategic vision, leadership, and innovative solutions so that our 280+ staff at 13 locations have the trusted data and applications they need to provide high quality pretrial services and research. IT staff have a strong customer focus, partnering with business units and stakeholders to pilot new programs, and create custom applications with an eye towards future business needs. Position Summary The Lead Data/Business Analyst position will be in CJA's Data Service's Team. In this role, the employee will work closely with business partners to align technology solutions with business needs and use data to define the scope of technical projects and improvements to our systems centered around our operational data platform (datahub) and Data warehouse. Specific duties include the following: Major Responsibilities: Data: Work in three key Analysis areas: Operational, Initiatives & Programs, and Ad-Hoc reporting. Using CJA's Datahub environment to interpret, evaluate operations and research data to develop integrated business analyses and projections for incorporation into strategic decision-making. Strategic Decision Making: Prepare technical reports by collecting, analyzing and summarizing information, patterns and trends in complex data sets. Work with internal/external stakeholders, the data services team, the research department to use data driven decision making to improve business processes. Take leadership on the automation KPI's/measures that are key to support CJA's programs and initiatives. Identifying problems, building alignment, and implementing solutions autonomously. Visualize, communicate, and present findings in an easily understandable and compelling way to team members and across the agency. Pro-actively identify and communicate data quality issues and perform essential data evaluation. Ensure final analyses are validated and checked for accuracy. Business: Own functional tasks and deliverables, including process definitions and flows, requirements gathering, vendor selection, fit/gap analysis, functional design, testing, training and report specifications. Build, review, and own test plans and test cases, facilitate the gathering of test data. Coordinate work using Azure DevOps. Test and evaluate systems to verify changes work properly and that business requirements are met, facilitate user acceptance testing and release approval. Maintain project documentation and contribute to end-user and system documentation. Coordinate and participate in knowledge sharing, code review and training. Understand and ensure compliance with all CJA policies and procedures including security, confidentiality, and privacy requirements, including protection of Personal Health Information. Requirements: Minimum bachelor's degree in computer science, Information Technology or a closely related field. Minimum 3 years' experience as a Business Analyst, Data Analyst, Business Intelligent Analyst, or Systems Engineer. Knowledge and skills in SQL, Power BI, Excel, PivotTable, Visio. Demonstrated examples of designing and implementing complex data analytics, operational reporting, and dashboards. Experience working with large data sets with incomplete and disputing data. Direct experience in documenting data requirements, processes, and validating data components. Strong research, analytical, and troubleshooting skills, and the ability to gather and interpret relevant data and information. Experience in influencing peers and management and communicating work progress cross-functionally and to leadership teams. Exposure to Azure synapse and data warehouse techniques. Very organized with excellent attention to details and the ability to handle multiple initiatives and making sound decisions in ambiguous or difficult situations. Strong interpersonal skills, excellent verbal and written communication skills. Work collaboratively among all levels of staff (technical and non-technical). Self-motivated and independent worker who proactively follows-up and delivers results without close management. LOCATION: Lower Manhattan SALARY: $100,506 Note: This is a hybrid role: 3 days in office Tuesday thru Thursday and 2 days remote Monday and Friday in New York City metropolitan areas (including northern NJ).
