The tasks listed below are those that represent the majority of the time spent working in this position. Management may assign additional tasks related to the type of work of the position as necessary. Leads electrical projects of varying complexity and features. Manages electrical projects to ensure timely completion and compliance with policies, procedures, and standards of quality and safety. Performs professional engineering work for in-house electrical engineering projects and manages efforts for consultant-engineered projects. Assists in the preparation of professional services contracts, provides guidance and direction as needed in the electrical design and construction related to wastewater treatment and/or collection/conveyance facilities. Reviews studies, cost estimates, plans and specifications to ensure accuracy and completeness. Reviews and recommends contract amendments, change orders and change directives. Updates and maintains status of projects and equipment using appropriate ReWa Tools. Provides technical assistance, testing, and troubleshooting for various ReWa department staffs regarding electrical equipment, processes, permitting and construction issues. Supports active project-related asset management data for use by ReWa. Uses tools for setting priorities and metrics, reconciles direction from competing interests. Manages the work of electrical consultants and contractors on assigned projects; reviews and recommends requests for payment. Provides guidance and direction for revisions of prepared studies, draft letters, cost estimates, design drawings, specifications, preliminary layout plans, etc. Develops and implements preventative maintenance programs for major electrical systems, acting as a liaison with power providers and internal teams. Coordinates internal and external electrical maintenance to optimize equipment performance. Recommends and manages resources; documents electrical loops, system performance, configuration records, and protocols for WRRF systems; and creates instructions for electricians to ensure safe and efficient operation of electrical equipment. Establishes and manages power monitoring and reporting programs, collaborating with various departments to develop power reduction strategies and improve energy efficiencies. Develops and implements standard operating procedures for UV systems and other similar equipment, overseeing preventative maintenance program in partnership with vendors. Assists with the diagnosis of problems and recommends repairs, rehabilitations, and replacements to mitigate risk and ensure reliability. Serves as primary liaison with power providers, managing supply issues, outages and service agreements. Participates in the planning of the future projects and the development of the annual, 5-year, and 10-year capital expenditure plans. Reviews and processes invoices for engineering services, construction contracts, supplies, materials, miscellaneous services, etc. Prepares and presents complex engineering concepts in a way easy to understand for the senior leadership, stakeholders, and the public. Demonstrates skills in persuasion and negotiation of critical contracts, regulations, and issues. Receives and responds to stakeholder inquiries, concerns, complaints and requests for assistance regarding areas of responsibility. Routinely represents ReWa and interacts with clients, customers, contractors, officials, governmental councils, and others regarding the business of the organization. Initiates and maintains contact with key engineers, outside officials, organizations, regulators, and stakeholders. Interacts with other utilities and local and state regulatory agencies relative to permits, construction standards and property acquisitions as required. Ensures project compliance with all applicable laws, regulations, policies, procedures, and standards of care. Essential Skills & Experience: Must possess a valid state driver's license. Requires an accredited bachelor's degree in electrical engineering, or closely related field. Must possess a combination of the following experience and certifications: Professional Engineer registration in the state of South Carolina, or the ability to obtain within 6 months of employment. OR a minimum of five (5) years of engineering experience of increasing complexity, preferably in an industrial or utility setting. Experience managing engineering projects and overseeing the technical work of others. Strong knowledge of electrical systems, including power distribution, generation, motor control, and UV systems. Proficiency in preventative maintenance programs, switchgear, transformer maintenance, and power monitoring.
