SUMMARY The Human Resources Manager - MIS manages the day-to-day operations of the Human Resource function for specific teams and manufacturing site locations within the Milling and Ingredient Solutions (MIS) business unit. The HR Manager is to advise managers, supervisors, and other personnel in all areas of HR.The HR Manager will provide information to employees about policies, programs, and benefits as well as advice and counsel on areas related to career development and performance.This HR Manager role will also serve as a strategic partner to the Director of Operations for wheat milling and potentially other members of the MIS leadership team.The HR Manager will perform a wide variety of both complex and routine administrative services. Working with the Corporate HR team, the HR Manager will engage in corporate departmental strategic planning and lead or support assigned departmental projects.This role requires multi-location oversight, and leadership within a union environment.This role also encompasses some redundant capabilities with other HR Managers to provide backup support as needed. ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.Other duties may be assigned. Is responsible for a variety of support and service functions including: Short and Long-Term Planning Participates in developing department goals and objectives for wheat milling, in partnership with the Director of Operations, as well as participating at the Corporate HR level projects and initiatives Supports the evaluation of reports, decisions, and results of department in relation to established goals. Recommends new approaches, policies, and procedures to effect continual improvements in efficiency of HR department and services performed. MIS Business Unit Support Be an active participant on any and all required leadership calls Learn the MIS business to provide effective thought-partnership and understand how HR can support location and business unit strategy Be active within, and support, transformational leadership Performance Management Supports department and MIS team with the annual performance review process, which includes the review of documents, feedback and counsel and suggests revisions as necessary, and salary planning process Employee Relations Supports and manages managers and supervisors with employee relations matters including discipline, compensation changes, promotions, career development, and exit interviews Benefits Supports the annual open enrollment process: documents, communications, employee assistance, and departmental planning Explains benefits to employees, serving as a liaison between insurance carriers and employees, assists employees with benefit questions including claims resolution and various employee benefit related questions Compensation Prepares and maintains job documentation, job evaluation, compensation benchmark data, and Company salary recommendations Supports and manages compensation and job classification issues Participates in local market studies regarding competitive market trends Employee and Labor Relations Reviews employee complaints and ensures accurate and timely documentation of concerns or issues, facilitates actions to resolve issues, and escalates as appropriate to management Managing relations between the company management and the union representatives, negotiating collective bargaining agreements, and addressing grievances. Participating in negotiation sessions with union representatives, mediating disputes, and finding mutually acceptable solutions to issues raised by employees or the union. Participating in collective bargaining processes, preparing proposals, analyzing contract terms, and providing strategic advice to senior management on negotiation tactics. Maintaining accurate records related to labor relations activities, union grievances, negotiations, and employee interactions, and preparing reports for management as required. Leave Management/Coordination Coordinates with Corporate HR, all leave of absence activity including documentation, data-tracking, coordinating with payroll (workers compensation, personal, STD, LTD, and other) and Unum. Recruiting Conducts recruitment efforts at the plant-level for all exempt and non-exempt personnel. Identifies, develops and maintains good relationships with local schools, universities, employment agencies, and other potential recruiting resources. Writes ads and postings for open positions, creates appropriate sourcing plans, screens candidates, identifies interview teams and coordinates schedules and ultimately recommendations on hiring candidates. Creates new hire offer letters as well as internal offer letters, background checks, Participates in the development and executing of orientation programs and procedures for new employees. Conducts new-employee orientations and on-boarding process for employees at all levels within the MIS business unit and supported operational facilities. Compliance Maintains compliance with federal and state regulations concerning employment. *Performs other related duties as required and assigned. EDUCATION and EXPERIENCE A bachelor's degree and/or eight (8) + years of Human Resources experience in progressive career capacity Previous experience working with Union environments highly desirable Human Resources experience in a manufacturing industry highly desirable Professional in Human Resources (PHR) certification preferred through not required. Must have the demonstrated ability to handle multiple projects and details simultaneously Requires self-direction, tact, diplomacy and a clear, courteous and professional manner when dealing with employees, outside vendors and others Must demonstrate effective oral communication skills and the ability to work cooperatively with staff inside and outside of the department Requires a high energy level and the ability to tactfully and appropriately handle highly sensitive and confidential details and information Proficiency in Microsoft Word, Excel, PowerPoint applications is required. Systems proficiency and comfort with seeking out and using emerging and current technologies is key.Knowledge of payroll or HRIS and reporting systems is required. LANGUAGE SKILLS English fluency is essential.The ability to speak, read and write Spanish is highly desirable.Must have strong verbal and written communication skills, with ability to respond to either common and sensitive inquiries or complaints from internal and external customers. MATHEMATICAL SKILLS Ability to work with basic mathematical concepts.Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. REASONING ABILITY Must have seasoned judgment and business situation versatility, with ability to define problems, collect data, establish facts, and draw valid conclusions. OTHER SKILLS & ABILITIES Demonstrates considerable knowledge of principles and practices of personnel administration, effective oral and written communication skills, and excellent interpersonal skills. The ability to work independently and cooperatively across functions is essential.The ability to work with highly confidential and sensitive data, materials in a professional and appropriate manner is critical.
