Description Reporting to the Assistant Director of Toll Operations and Revenue Recovery, the selected candidate will be responsible for managing TB&T's revenue recovery programs. The candidate will lead a mixed team of PA staff and contractors to recover revenue from violation transactions that have advanced to collection status in support of annual budget goals, working directly with PAPD in support of planning and executing in-field enforcement operations, and assuring that recovery funds are appropriately applied against customer accounts through the back-office. The candidate will manage an array of tools to recover revenue with support from the Revenue Recovery team. This includes overseeing and managing collection agency contracts, supporting and directing outside law firm collection activities and judgements, and implementing and administering DMV-related suspension programs. The candidate will also manage the team in sourcing, negotiating, and recovering toll violations from companies operating small and large-scale fleet vehicles utilizing Port Authority vehicular crossings. Specific tasks include: Hiring and managing a team of contract staff in support of the DMV suspension program and managed accounts; this includes daily oversight of work productivity for optimization analysis, compiling license plate suspension documentation and clearance-related activities. Leading all interagency DMV suspension state reciprocity discussions in support of planned revenue recovery growth.Work directly and foster connections with members of IBTTA, state tolling agencies, state Department of Motor Vehicles (DMV) representatives to establish and advance new opportunities for revenue recovery. Preparing detailed cost-benefit analyses for new revenue program implementations, such as new state suspension reciprocity, an exclusion program implementation, and/or other pilot programs as required. Collaborate with Government and Community Relations, Marketing, PAPD, and Facility staff to develop and implement appropriate outreach and communication for strategic internal and multi-agency enforcement operations. Manage and support the activities of an outside law firm pursuing violation accounts on behalf of the Agency.Responsible for identifying, placing, and tracking all new violation accounts with the law firm and managing their monthly revenue recovery/expenses against the existing expense and revenue budget goals.Support the law firm by researching and providing account-level information and appearing in person for supporting judgement hearings as required. Develop business rules, processes, and procedures for managing multiple collection services contracts; responsible for identifying and assuring existing and new violation account placements are dispersed across three separate collection agencies; assure that all contractors are compliant with terms through the life of the agreements Developing and maintaining a detailed annual revenue and expense budget model for existing and planned revenue recovery program operations and assuring that all recovery efforts are meeting budget goals. Support the implementation of existing and new bankruptcy processing procedures for existing customer violation accounts with the back-office.Provide support for tracking and responding to all new subpoenas directed to the E-ZPass group. Manage and expand the existing revenue recovery data analytics dashboard with weekly updates based on program recovery efforts. Investigate and work with internal stakeholders in response to employees and vendors owing violation toll revenue to the Agency; discreetly follow all internal investigative processes and support, as required. Develop staff, offering growth opportunities and cross-training when possible. Represent the Agency at industry conferences and committee meetings. Act as subject matter expert for all aspects of Revenue Recovery for the Agency. Manage all aspects of contracts. Review, approve and track all invoices and accruals from contractors. Prepare procurement documents, board documents, and budgets. Providing weekly, quarterly and ad-hoc reports to department executive management. Qualifications: Candidates must present the following qualifications to be considered eligible for this position: Must possess a valid Driver's License. A minimum of five years' experience managing direct reports and contract staff. Demonstrated experience implementing programs and experience in delivering complex projects within scope, schedule and financial constraints. A minimum of five years' experience in contract management in a multi-disciplinary program environment, with demonstrated success in orchestrating agreements toward specified outcomes while assuring contractor performance, quality and delivery. A minimum of three years' experience in financial analysis and management, including financial risk assessments, revenue forecasting, life-cycle cost analysis, and general accounting principles. Excellent oral and written communication skills and interpersonal skills, with demonstrated success in influencing outcomes through exchanges and interactions with contractors, special interest groups, elected and public officials, and technical staff in advancing, as well as presenting decision-oriented material to executive staff. Demonstrated skills in conflict resolution and teambuilding, with an ability to work effectively with diverse groups including all levels of staff within the Port Authority and outside entities. Must possess a high-level of proficiency in utilizing standard software including Microsoft Office (i.e., Word, Excel, PowerPoint, Access, Project). Desired Ideal candidates will present the following profile: Bachelor's Degree or Graduate Degree in Engineering, Technology Systems, Transportation, Business Administration, Public Administration, Finance, Mathematics, or related fields. Knowledge and understanding of toll facilities, toll operations, image review and processing, customer experience, collections, and contract management; prior experience working with law enforcement or investigation units, or related field. Direct experience in working with toll facility operations, toll transaction processing, back-office operations including account management, and a demonstrated understanding of labor relations and tolling industry contract provisions.
