Job Summary Director of Utility Operations (UOS) provides leadership and strategic direction of various operational departments and functions inclusive of Industrial Hygiene, Training & Development, Materials & Logistics Management and Transportation Services. The Director UOS is responsible for the development and implementation of the UOS business plans and strategic initiatives designed to assure the highest levels of safety, employee development, material availability and cost, lowest recycling and repurposing costs and lowest cost nd most reliable fleet of vehicles and equipment. Responsible for the development of annual budgets across all departments that results in the lowest O&M cost for the client. Responsible for the development of capital budgets particularly in the Transportation Services department for annual vehicle and equipment purchases and life cycle replacements. Responsible for the development of employees to ensure a high level of performance as well as high levels of employee engagement and retention. Responsible for leading the development of a material analysis and logistics management strategy that provides a high level of material availability while balancing it with the lowest cost per unit for the client. Responsible for translating operational forecasts from gas and electric transmission and distribution operations into material demands to secure production agreements with key vendors. Responsible for oversight of all electric and gas storeroom operations and logistics management including material staging areas for storm and emergency response. Responsible for the oversight of the Edison Training &Development Center which provides technical training to Electric T&D, Gas Operations and Customer Operations bargaining unit resources. Coordinates with the lines of business and Centralized Work Planning & Scheduling team using hiring plans to form appropriate training resources are secured to meet plan including training center staff, adjunct and training facilities, technology and curriculum to identify areas of improvement and execute within the approved budget and schedule. Leads a staff of trainers, training development specialists and analysts that schedule and deliver training to apprentices. Provides people leadership and professional development to training staff to ensure contract compliance. Collaborates across organizations to ensure training initiatives meet departmental and organizational goals. Lead the development of a Transportation Services strategy for the purchase and maintenance of all vehicles and equipment that provides the lowest possible maintenance cost for the Utility fleet. Manages the vehicle purchase blanket overseeing the annual financial plan, monthly forecast and execution to meet plan include vehicle and equipment purchases as well as upfitting and internal labor costs. Considers advancement in vehicle technologies to facilitate the work management processes and environmental factors. Oversees the Fleet Maintenance Center as well as transportation operations across the service territory. Supports the management and execution of transportation infrastructure and maintenance projects such as fuel pumps and electric vehicle charging infrastructure. Accountable for leading the development, implementation and monitoring of Industrial Hygiene processes and procedures that adhere to all the required federal, state and local regulations. Direct strategic workforce deployment, manage employee and labor relations, manage department budgets, interface/ partner with PSEG directors and offices, represent PSEG at industry events/ associations and drive employee development. Job Responsibilities • Accountable for the strategic direction of the UOS department as it relates to the operational needs of the utility and the development of an annual business plan to support the department • Responsible for the workforce development of the department to develop and retain highly talented, diverse and engaged employees • Responsible for the development, implementation and adherence to budgets that have a direct impact to the operating organizations • Responsible for the leadership of cross-functional teams including bargaining unit associates in an effort to improve performance in targeted areas in support of the utility • Accountable for the development, implementation and monitoring of a key set of performance metrics to drive employee, financial, environmental and process improvement • Responsible for the development and management of industrial relations strategies across multiple unions • Identifies continuous improvement and best practices initiatives in support of the utility to drive regulatory compliance, increased efficiency and lowest cost. • Development of business cases in support of the operational efficiency and subsequent presentation to senior leaders • Interface with and provide guidance regarding UOS areas of focus to PSEG director level employees and officers • Responsible for benchmarking and developing action plans of the UOS departments to retain top decile and top quartile scorecard results, as applicable and represent PSE&G at industry level events/associations Job Specific Qualifications Required • Bachelor's degree in relevant field - business, management, finance, supply chain, engineering or other related fields. • 5 years relevant leadership experience. • Broad general management skills with demonstrated experience in leadership, change management, financial management, business case development and performance management. • Strong ability to identify, prioritize and lead multiple projects in a fast paced environment with the ability and credibility to work through all levels of senior leadership • Demonstrated experience in challenging work practices and developing a Best-in-Class department. • Strong organizational, team and relationship building skills • Demonstrated experience being a safety advocate and ability to work with bargaining unit on implementation of safety practices. • Strong business and financial acumen, with proven experience in measurement, benchmarking, data analysis, and interpretation and the ability to turn analysis into action. • Demonstrated ability to lead the development and manage to a key set of performance metrics to drive organizational efficiency • Strong presentation and negotiation skills and demonstrated ability to present to senior leaders • Excellent verbal and written communication skills • Must be available to support and lead the logistics function of storm duty. • Valid Driver License and ability to travel to reporting locations across the New Jersey service territory Desired • 5+ years leading and directing bargaining unit associates in a multi-functional department with demonstrated experience in negotiations and in setting labor relations strategies. • Master Degree in a related area • Procurement experience • Project Management and Continuous Improvement experience Minimum Years of Experience 5 years of experience Education Bachelor's Disclaimer Certain positions at the Company may require you to have access to Part 810-Controlled Information.
