OUC - The Reliable One , is presently seeking a Environmental Compliance Specialist II to join the Legislative, Regulatory & Compliance division. We are looking for a detail-oriented, compliance-driven professional to oversee environmental compliance activities related to tracking and reporting air emissions from multiple electric generating facilities. In this role, you will collaborate closely with OUC staff and contractors across various power generation teams, including operations, maintenance, and management, to ensure full compliance with federal and state regulations for air emissions monitoring, recordkeeping, and reporting. Key responsibilities include managing continuous emissions monitoring systems (CEMS), maintaining CEMS software, and ensuring compliance with all CEMS-related regulatory requirements. A Bachelor's degree in Environmental Engineering, Environmental Science, or Environmental Management from a regionally or ABET-accredited college or university. A minimum of five (5) years of experience in environmental science, engineering, or consulting, including at least three (3) years focused on environmental compliance activities in power plants or other heavy industrial facilities. Hands-on experience with Continuous Emissions Monitoring Systems (CEMS), including experience in managing, maintaining, and generating reports Demonstrated experience in air emissions reporting and air permitting, along with a solid understanding of air quality control measures. Familiarity of power plant operations and environmental regulations, including the Clean Air Act and the Acid Rain Program. Exceptional attention to detail, especially when submitting reports to regulatory agencies. A strong willingness to learn and stay informed about environmental regulations related to air emissions. Job Purpose: Provides technical and field support to OUC business units to ensure compliance with environmental regulations. Acts as a project manager in overseeing environmental compliance for low- and medium-complexity programs and projects. Provides consultation and interpretation of environmental requirements to OUC leaders and employees. Analyzes program outcomes and regulatory changes to support process improvements/updates. Ensures compliance standards and collaborate with multiple agencies. Primary Functions: Coordinate and oversee assigned environmental regulatory programs and related compliance activities; manage a variety of small and medium-scale projects related to assigned environmental programs, which are conducted as part of routine OUC business activities; Provide consultation and serve as a technical expert for assigned environmental regulatory programs in reviewing, interpreting, and implementing systems to achieve regulatory compliance; communicate regulatory and procedural requirements to OUC employees both verbally and in writing; Develop project technical specifications, maintain project budgets, assist Purchasing with Request for Proposals (RFPs), and provide technical evaluation of bid documents; maintain project schedules, adherence, and tracking; communicate project status to stakeholders and leadership; Conduct routine and non-routine environmental department activities, including environmental sampling, permitting, inspecting/auditing, recordkeeping, and reporting in support of regulatory compliance; ensure the timely and accurate filing of regulatory reports and documentation; Oversee and improve the processes/programs in place for managing environmental compliance requirements; review project/activity outcomes, analyze data, conduct research, identify trends, and propose recommendations for improvements/risk mitigation; create or modify internal environmental procedures and practices as needed; Oversee field activities of consultants, contractors, and vendors and review all technical reports prior to submittal to environmental regulatory agencies; Investigate non-compliance incidents and ensure timely and complete notification of non-compliance events to appropriate regulatory agencies; Track short and long term environmental requirements related to OUC business activities to ensure compliance; identify, interpret, and communicate impacts of changing requirements/regulations; Actively participate in industry groups to review, evaluate, and comment on proposed environmental regulations; Develop and maintain positive relationships with regulatory agencies; represent OUC in interactions with regulatory agencies; Perform other duties as assigned. Technical Requirements: Working knowledge of, but not limited to, the following: Physical, chemical, and biological sciences related to environmental protection; Electric and water production, transmission, distribution, and/or heavy industrial operations; Federal, state, and local environmental laws, regulations, and permit requirements as they apply to OUC business functions; Environmental monitoring/testing/sampling equipment and practices (i.e. continuous emissions monitoring systems (CEMS), environmental sampling methodology, environmental laboratory analytical methods); Environmental compliance reporting requirements, including electronic reporting; Safe work practices; Prints/drawings: Structural, mechanical, electrical, process flow, piping & instrumentation diagrams, control logic; Working directly with environmental regulatory agency personnel; Best practices in industrial/utility environmental compliance; Project management principles and practices; Familiarity with all, but not limited to, the following: Work Orders, confined space permits, hot work permits, contractor safety orientation; Safety Equipment (i.e. air monitors chemical detection monitors, personal protective, emergency equipment devices); Contract management and agreements with suppliers; Related industry, organizational and departmental policies, practices, and procedures; legal guidelines, ordinances, and laws; Excellent oral and written communications skills; Ability to effectively lead projects and teams; Ability to relate technical information to diverse audiences in a variety of situations; Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios and percentages; Ability to analyze multiple sources of data, identify trends, and formulate effective recommendations; Ability to use Microsoft Office Suite (Word, Excel, Outlook, etc.) and standard office equipment (telephone, computer, copier, etc.). Education/ Certification/Years of Experience Requirements: Bachelor's degree in Environmental Engineering, Environmental Science, Environmental Management, from a regionally or ABET accredited college or university; Minimum of five (5) years of environmental science, engineering, or consulting experience, to include a minimum of three (3) years of experience performing environmental compliance activities involving electric transmission systems, electric generating facilities/power plants, or other heavy industrial facilities; Valid Driver's License. Working Conditions: This job involves constant or very frequent exposure to working in outdoor weather environments and near moving mechanical parts. This job involves occasional work in wet, humid conditions, high, precarious places, confined spaces, unimproved outdoor environments, and near insects. Physical Requirements: This job requires constant typing, reading, writing, detailed inspection, speaking and hearing. This job requires frequent standing, walking, bending/stooping, reaching over head, and sitting; occasionally driving a company vehicle, including a four wheel drive vehicle.
