The State of New Hampshire, Department of Health and Human Services, Bureau of Program Integrity has a full time vacancy for Third Party Insurance Supervisor. SUMMARY: To supervise the Third Party Liability (TPL) unit and the TPL MCO oversight including planning and evaluating unit goals and objectives. RESPONSIBILITIES: Develops, implements, supervises and evaluates the operations of the TPL unit which includes the Health Insurance Premium Payment program (HIPP), Accident and Trauma operations for Medicaid fee for service and managed care, and insurance validation and collections. Manages TPL functions performed by Managed Care Organizations through analysis of reports and performing audits. Prepares requests for proposals, reviews applications and makes funding recommendations; monitors subsequent performance contracts through statistical, financial and program evaluation. Plans, analyzes and evaluates TPL objectives, policies, and system changes; makes recommendation for changes. Plans, develops and reviews studies of TPL data including research design, analysis of statistical data, evaluation of results and publication and use of findings. Coordinates the implementation of DHHS objectives and ensures compliance with program policies and procedures. Identifies training needs for professional and technical staff and approves training requests in order to meet staff development goals. Recommends hiring and firing of employees and disciplines staff, solves personnel problems and implements corrective measures. Preforms staff performance appraisals. Supervises the implementation of DHHS objectives, including reviewing system performance reports and recommending policy revision to higher-level managers. Represents the department with insurance companies and other parties including conducting meetings, communicating with lawyers, clients and other interested parties, compiling evidence, developing summaries, reports, and interpreting federal and state regulations to support decisions.
