Title: Retirement-Payroll Specialist Reports To: Assistant Director of Business Administration Takes Direction From: Chief Financial Officer, Assistant Director of Business Administration, and Payroll Supervisor Schedule/Calendar: 7.5 hrs./day 37.5 hrs./week 261 days/year Position Category - Secretaries; Grade 2; Pay Rate: $26.43/hr. (starting rate) Summary: Principle duties include handling all facets of state retirement, the unemployment system, and tax-sheltered annuities. Payroll duties include the preparation of spreadsheets to balance bi-weekly payroll and to track disbursements. Balance and reconcile payroll bank statements. Balance and prepare required payroll taxes and retirement reporting, calculation, and payment of garnishments. Essential Functions: Processes and reconciles state reporting for retirement and unemployment compliance. Researches and completes retirement purchase of service and responds to all inquiries from both employees and PSERS. Coordinate annual retirement workshop for employees. Handles unemployment paperwork, processes all claims, and completes statistical reports. Calculates, tracks, and inputs garnishments; enters and disperses payments bi-weekly. Maintains check register or files online for garnishments, replacement checks, supplemental checks, and local and state taxes. Completes a bi-weekly spreadsheet for the payroll totals, which includes an entry worksheet, disability worksheet, and an adjustment worksheet that filters into the payroll totals spreadsheet. Completes a monthly disbursement worksheet that aids in balancing the bank to the books. Balances and files all local, state, 941 federal and social security, and PDE-339 social security reconciliation taxes quarterly and annually; completes the necessary tax forms and submit them to the proper location. Enters new substitutes into the payroll software. Balances and reconciles the monthly payroll bank statement. Address positive pay exceptions for payroll. Assists in balancing W2 forms and entering payroll timesheets into the financial software. Maintains salary reduction agreement forms and tracks maximums. Organizes the annual employee 403(b) presentations. Completes the annual student activity fund audit. Answers phone calls and emails and assists with queries and issues. Other duties as assigned. Education and/or Certification Required: Associate's degree in Accounting Experience Needed: Must have at least 2 years experience in payroll or a related work setting Knowledge of: Microsoft Office applications and ability to learn the use of the current financial software application Requisite Skills: Must have organizational, typing, and good math skills. Requires software proficiency with Google and all associated functions: email, calendar, docs, sheets, slides, etc. Good written and verbal communication skills. Abilities: Must be able to meet deadlines. Ability to multi-task while meeting all critical deadlines. Ability to work independently and as a team member.
