Our electrical safety professionals and technical staff provide expertise in support of the overall BNL mission by assisting in the implementation of the Brookhaven National Lab (BNL) Electrical Safety Standards-Based Management System (SBMS) Subject Area. Position Description: Serve as the institution's Authority Having Jurisdiction for Electrical Installations and Electrical Safety Work Practices and compliance with codes and standards. Reporting to the Safety and Health Services Division Manager, the Electrical Authority Having Jurisdiction (EAHJ) will: Have the responsibility to apply the 16 EAHJ related operational responsibilities described in Article 80.13 of the 2020 National Electrical Code. Have the authorization to inspect, at all reasonable times, any building or premises for dangerous or hazardous conditions or equipment as set forth in the NEC. When requested, conduct Code compliance and work practice assessments. Communicate results of Electrical Safety implementation analysis to line management. Maintain appropriate documentation and supporting determinations for all EAHJ activities. Re-evaluate technical justifications for appropriateness as activities or operations evolve. Maintain the process for developing and requesting formal BHSO AHJ approval of electrical safety equivalencies to NFPA 70 and NFPA 70E. Submit annually a full summary of EAHJ decisions regarding the National Electrical Code to BHSO for review. Review and, if appropriate, approve electrical designs. Review plans and specifications to ensure compliance with NFPA 70 and NFPA 70E. Perform an audit of the electrical safety program every 3 years. Participate in facility readiness reviews. Delegate to other qualified individuals (e.g. CEI) such powers as necessary for the proper administration and enforcement of the NEC to include inspection and approval/rejection of unlisted electrical equipment. The E-AHJ or their delegate(s) shall inspect and approve/reject unlisted electrical equipment including custom built electrical equipment (in-house or received from other locations). Assist with evaluating the effectiveness of electrical interfaces among management systems (SBMS). Additional Qualifications/Responsibilities Required Knowledge, Skills, and Abilities: A BS degree in a technical field and 8 years relevant work experience or;- a technical institute, Adult BOCES certification, AA degree in a technical field, CCI program completion at BNL plus 12 years relevant experience or;- a technical high school certification program (eg. BOCES) and 13 years relevant work experience or;- 14 years relevant work experience. In depth knowledge of external standards related to electrical safety such as NFPA 70 & 70E and OSHA. Knowledge of practices and procedures to safeguard employees when performing work on electrical equipment to include electrical Lockout/Tagout (LOTO). Demonstrated proficiency in Microsoft Office. Possession of a valid driver's license and satisfactory driving record. Willingness to obtain and maintain electrical safety certifications such as Certified Utility Safety Professional, Certified Safety Professional, or Professional Engineer. Must demonstrate the ability to present ideas and concepts orally and in writing in a clear and concise manner to communicate technical information and interact with individuals with diverse backgrounds and levels of understanding including senior management, engineers, scientists, and trade workers. Must be a positive driver for change regarding BNL's commitment to safety and compliance. Interpersonal skills as demonstrated by performance as a positive driver for change regarding commitment to safety and compliance. Willingness and aptitude to learn from our current Safety staff and to be a team player. Solid safety-based reasoning skills. Strong interpersonal and time management skills. Preferred Knowledge, Skills, and Abilities: Professional Engineer's license. NFPA Certified Electrical Safety Compliance Professional (CESCP) preferred. Additional information: International Code Council - Electrical Code Inspector Certification needs to be obtained within 60 days of employment.
