Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the Advanced Undersea Systems Program Office (PMS394), Business, Acquisition, and Logistics branch (PMS394A) of PEO SSN. This position is part of the Warfare Centers Personnel Demonstration Project. NH-04 is equivalent to GS-14/15. This position has a Control Point (CP). The salary is capped at the GS-15 Step 05 (currently $185,824). See "Additional Information" section. Responsibilities You will develop and implement financial management plans, procedures, and programs to facilitate the effective, efficient, and timely application of financial resources facilitate the accomplishment of the organization's mission. You will direct and perform program execution reviews, analyses, and appraisals of the various major operating and support programs within the organization and with external stakeholders. You will review and oversee the financial integrity, timeliness, and accuracy of information contained in accounting, budget execution, and financial management reports. You will develop, update, and report on cost/performance information in support of mission tasks for the organization. You will identify opportunities and recommend financial management program guidance based on Navy policy and develop implementing procedures. You will develop select internal guidance and processes in relation to the execution of financial resources and other internal operations. You will recommend the adoption or implementation of new and revised financial management concepts, procedures, and strategies in support of the organization's programs. You will review execution documents and reports using available financial management systems. You will conduct research for the development of top-level budget summaries during each budget cycle outlining major changes and tracking current and future capabilities. You will coordinate the development and submission of the Program Objective Memorandum (POM). You will develop briefs for senior managers on program execution and provide select recommendations to correct identified program variances or problem areas. You will prepare and review responses to external audits (e.g., Financial Management and Budget (FMB), Government Accountability Office (GAO), etc.), which involve the implementation of financial management policies and procedures. You will conduct evaluation and analysis of financial-related issues elevated by audit reports, budget reviews, etc.. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 broadband (GS-13 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: analyzing financial plans, procedures, or programs and making recommendations to ensure the successful operations of an organization. Education Additional Information This position is part of the Department of Defense Acquisition Workforce Personnel Demonstration Project (AcqDemo), which is an alternate personnel system. The NH-04 broadband level encompasses positions equivalent to GS-14/15. This position has a Control Point (CP). The salary is capped at the GS-15 Step 05 (currently $185,824). If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
