We're looking for an enthusiastic and strategic HR Director to join us at the City of Boise and help take HR to the next level as we optimize our functions and prepare to implement a new HRIS. This role oversees the HR department, serving over 2,000 diverse employees across 16 departments that serve our vibrant city. From talent acquisition to employee relations to risk and safety and total rewards, we're looking for a leader that brings passion, professionalism, and drive to the human resources function. About the Role: As the HR Director, you will direct and manage the Human Resources department, ensuring citywide employee engagement, advancing strategic talent management practices. You will oversee all HR functions, services, practices, and programs with the goal of attracting and retaining a workforce that is representative of our community. Your leadership and expertise in employee relations and risk management will help create an inclusive workplace experience for all employees and ensure a safe and productive workplace, implementing sound policies and practices that comply with employment law. This position works under administrative direction and serves At-Will to Deputy Chief of Staff, Shared Services. Key Responsibilities: Implements the organization's values, mission, and strategic goals as related to employee oversight and engagement; develops strategic goals and plans for assigned teams and departments; and directs and leads the activities of an established city department. Directs and manages the human resources department. Leads department in the areas of employee relations, risk and safety, talent acquisition, total rewards, business strategy and performance and security. Provides leadership with strategic planning and works closely with the city's elected leadership. Develops and executes human resources strategy in support of the overall business plan and strategic direction of the organization. Participates as a member of the executive management team functioning as a strategic business advisor and subject matter expert. Ensures that the department continually assesses the impact and success of human resources programs, practices and infrastructure. Develops human resources staff members to promote their professional growth. Provides expert advice and guidance to all levels of management and employees on human resources matters. Achieves and maintains focus on customer service to all employees, applicants and customers. Maintains a high standard of trust for the strict confidentiality of employee information. Required Knowledge, Experience, And Training: Bachelor's degree in human resources management, organizational development, business administration, public administration or a related field. 7 years of progressively responsible experience in the public or private sector human resource management, or an equivalent combination of education and/or experience with at least five years in a supervisory capacity. Advanced knowledge of: the principles and practices of human resource administration; employment laws; principles and practices of risk management; merit system principles; legal requirements of human resource programs; and computer usage including related software. Ability to: plan, design and implement a wide variety of programs and services for diverse employee groups; plan, organize and direct the work of staff; read, interpret and apply rules, regulations, policies and procedures; communicate effectively in the English language at a level necessary for efficient job performance; and perform all essential functions as assigned by an authorized employee, supervisor and/or manager with or without reasonable accommodation. Individuals must be capable of operating vehicles safely and have an acceptable driving record. Preferred Knowledge, Experience, And Training: Master's degree in public administration, business management or a related field and ten years of experience in human resource management. Senior Professional in Human Resource (SPHR) or SHRM Senior Certified Professional (SHRM-SCP) certification. Licensing And Other Requirements: Valid state-issued driver's license. Special Requirements: Applicants must be able to pass the City of Boise background check processes which includes a criminal history check and reference checks in accordance with the City of Boise Hiring Process Regulation.
