As a member of the Executive Committee, the Chief Administrative and Financial Officer (CAO/CFO) collaborates with the Chief Operating Officer (COO) and General Counsel (GC) on enterprise-wide issues that drive GAO's strategic direction. The CAO/CFO also heads the Chief Administrative Office (CAO) and oversees GAO's budget, financial, information technology, human capital, learning and development, facilities, and field office operations. You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement. If you are a federal employee, the level of experience we are looking for is typically gained in GS-14, GS-15, Senior Executive Service, Senior Level, or equivalent-level positions. Technical qualifications The technical qualifications describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position. The technical qualifications for this position are: Experience guiding technical and non-technical senior leaders on the implementation benefits and risks of adopting enterprise-wide information technology projects to enhance the services provided by a federal agency. Experience overseeing the selection, management, and evaluation of information technology investments to ensure those investments support a federal agency's future needs. Experience providing Members and committees of Congress with analysis, advice, and assistance on issues impacting an agency's budget request. Executive core qualifications (ECQs) The ECQs assess executive experience and potential. They measure whether you have the broad executive skills needed to succeed in a variety of Senior Executive Service positions. The ECQs for this position are: Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Desired qualifications The desired qualifications are qualifications that our ideal candidate will have. You can still be considered for this position if you do not have them. The desired qualifications for this position are: Experience interacting with and responding to congressional requests and inquiries about agency operations and collaborating across agency functions to develop comprehensive responses. Experience leading efforts to develop and execute negotiated agreements to ensure a positive and productive working relationship with union leadership. NOTE : Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
