The Treasurer serves as ex officio tax collector, responsible for the collection of property taxes levied by the taxing districts, including cities and schools. The Treasurer also serves as ex officio public administrator, responsible for administering the estates of decedents without a person to administer the estate. Ada County Treasurer ( POSITION GENERAL SUMMARY Responsible for managing the administrative and clerical operations of the Treasurer's Office and supervising various personnel. This position oversees procurement activities, inventory, and fixed assets; maintains personnel files; coordinates annual contract and license renewals; manages the retention of records; and assists in the implementation of policies and procedures within the Office. This position serves as a primary point of contact for other offices and departments. DISTINGUISHING FEATURES OF THE CLASS: Performs a variety of administrative and supervisory activities under the general direction of the Treasurer and Chief Deputy. Essential Functions Assists in developing, implementing, training, and administering Office policies and procedures; Analyzes and implements projects on behalf of the Treasurer and Chief Deputy; Supervises various personnel, assigns work, evaluates performance, tracks time, and coordinates vacation schedules; Prepares documentation to submit to the Board of County Commissioners; Manages the day-to-day clerical operations of the Office; Works with supervisors to assign and monitor clerical assignments; Maintains Office personnel records and retains training and procedural documents for AdaCentral personnel forms and records; Manages Office purchasing, inventory, and fixed assets; Oversees internal and external websites and a social media program; Responsible for the design and inventory of Office forms, including tax notices; Prepares a variety of executive, confidential and official memos, letters, and policies; Creates purchase orders, processes vouchers, and manages County service requests; Assists with development of the Office budget and monitoring the budget throughout the year; Assists in preparing annual contract renewal agreements; Responsible for scheduling equipment maintenance and maintaining software licenses; Responsible for document management, including contracts, resolutions, policies and procedures and legal opinions; Manages records retention and destruction schedules; Develops and recommends office policies and procedures; Assists in recruiting and hiring new staff; Assists with tracking staff vacation leave requests; Creates work orders relating to computer systems access; Assists in resolving public information requests; Organizes Office functions including: meetings, employee recognition events, and retirements; Serves as the Office's lead contact for the County's Information Technology Department; Creates agendas and prepares minutes of Office meetings; Coordinates and oversees training and travel arrangements and reimbursement; Assists with bookkeeping duties and deposits as needed. ADDITIONAL FUNCTIONS: Performs related duties as required. Job Requirements Bachelor's degree from an accredited university or equivalent combination of education and experience preferred; A minimum of 3 years of administrative support experience; A minimum of 1 year of supervisory experience; Project management skills; Strong customer service skills and experience working with the public; Strong attention to detail; Knowledge of public sector purchasing procedures; Knowledge of grammar, spelling and punctuation; Knowledge of basic accounting practices; Knowledge of supervisory practices and procedures; Knowledge of MS Excel, Word and Outlook; Experience with Oracle preferred; Ability to review and proofread documents for accuracy and completeness; Ability to make decisions in accordance with laws, ordinances, regulations, and established policies; Ability to work as a member of a team to accomplish division and department goals; Ability to establish and maintain good working relationships with department directors, elected officials, contractors, co-workers, and other community agencies; Ability to communicate effectively verbally and in writing; Ability to maintain confidentiality; Ability to supervise and motivate employees; Ability to develop policies and procedures; Ability to exercise initiative and independent judgment. OTHER REQUIREMENTS: The position is required to learn the entire property tax collection process in order to assist taxpayers as needed, including opening mail, posting payments and assisting taxpayers; This position is subject to blackout dates during peak tax collection periods. Work Environment & Physical Demands Work is performed primarily in an office environment and the employee in this class is subject to inside environmental conditions; May be required to lift up to 20 lbs.; Requires sufficient personal mobility and physical reflexes, which permits the employee to function in a general office environment to accomplish tasks.
